天氣廣播站 Weather On-Air

從2013年12月30日起,天文台為香港的電視天氣節目揭開新的一頁,成立了『天氣廣播站』團隊,添置新的攝錄器材,自行製作高清天氣節目,統一向各電視台提供免費電視天氣服務,並經天文台流動應用程式『我的天文台』及天文台網頁直接向公眾發送天氣節目。
Commencing 30 December 2013, the Observatory starts a new era of TV weather programme in Hong Kong. A dedicated "Weather On-Air" team has been set up and new video/audio equipment has been acquired to prepare and produce high definition TV weather programs for unified provision of free TV weather services to local TV stations. Apart from TV channels, the weather programmes are also broadcasted directly to members of the public via mobile application "MyObservatory" and the Observatory webpage.

節目內容方面,除了常規天氣預報外,逢星期五的黃昏節目中會加入『氣象冷知識』(2014年1月3日開始),以增強公眾對氣象的認識,並希望藉此提升市民的防災意識。
Content-wise, a programme series called "Cool Met Stuff" (commencing 3 Jan 2014) is included in the evening programme on Fridays in addition to the regular weather forecasts. This new series aims to enhance public's understanding on meteorology and to raise public awareness on natural disaster prevention.

『天氣廣播站』團隊除大家熟悉的原有班底外,更加入年輕新面孔,為天文台的電視天氣節目注入新動力。
The "Weather On-Air" team comprises not only the familiar faces of existing presenters, but also new young talents to inject new momentum to the Observatory's TV weather programmes.

自資專上教育資訊平台

Concourse 是首個為整個自資專上教育界別而設立的網上資訊平台,目的是讓更多人認識有關界別的發展,以及各種有關自資專上教育的資訊。在內容上, Concourse 提供更全面及綜合的參考資料及數據,以方便使用者瀏覽及搜尋,有助提高界別的透明度及加強向公眾問責,推動自資專上教育優質及持續的發展。
Concourse is the first online information platform set up for the whole self-financing post-secondary sector. It serves to promote public awareness of the development of the sector and to provide different aspects of information on self-financing post-secondary education. Concourse contains comprehensive information and statistics on the sector, which users will find easy to obtain from the website. This will help increase transparency and accountability to the public and promote the sustainable development of the sector.

透過此資訊平台,公眾人士可參閱各種有關自資專上界別的資訊,包括相關政策、規管架構、各項政府支援措施、質素保證、畢業生的多元出路,以及各自資專上院校的簡介,如校園設施、申請及報名安排、支援服務、獎學金及活動等。
此外,院校亦提供了二○一三/一四學年的收生成績,以及有關管治組織的概況,以提供更多有關升學的參考資訊和提高透明度。
Through this platform, members of the public can have access to more information about the self-financing post-secondary sector, including related government policy, the regulatory framework, government support measures, quality assurance, graduates' progression pathways and information on the self-financing post-secondary education institutions, such as campus facilities, application and admission arrangements, support services, scholarships and awards as well as activities.
In addition, institutions have also provided the admission scores of intakes for the 2013/14 academic year and overviews of organisational governance, which serve as a reference for students in making articulation decisions and help enhance the transparency of the sector.

自資專上教育界別是一個多元化及蓬勃發展的界別。 Concourse 不但提供多元的資料及數據,同時亦載有各持份者,如專上學生、畢業生及獎學金得主的分享,以及界別最新的動態及焦點等。
The self-financing post-secondary education sector is vibrant and dynamic. Concourse not only provides a variety of information and data, but also contains comments from stakeholders including post-secondary students, graduates and scholarship awardees, as well as the latest development and focus of the sector.

自資專上教育委員會轄下的資訊網站「自資專上教育資訊平台」(Concourse)及香港學術及職業資歷評審局更新的「資歷名冊」網站今日(二○一三年十二月二十三日)推出。

New website launched on Self-financing Post-secondary Education and Qualifications Register website revamped
A new website named Concourse for Self-financing Post-secondary Education was launched today (December 23, 2013) by the Committee on Self-financing Post-secondary Education (CSPE) while the Qualifications Register (QR) website maintained by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) has been revamped.

點滴是生命 A Drop of Life
點滴是生命於1998年3月27日根據香港特別行政區慈善機構牌照規例成立,是註冊慈善團體。稅局檔號:91/5246
宗旨是 ,自成立以來,點滴是生命投入各類的慈善工作,造福社群。
主要的活動包括:為國內乾旱地區籌建集雨水窖、多次返回祖國內地偏遠地區賑災、助學、扶貧、及定期在全港十八區為區內貧苦無依的長者舉辦大型慈善表演和派發物資,探訪老人院等。
自2004年起,積極投入集雨水窖項目,現已為國內西北部乾旱地區建成43,000眼水窖,為超過58萬人改善缺水問題。
A Drop of Life is a non-pro t making organization founded and registered with the HKSAR Government on 27 March 1998 (IRD Ref.: 91/5246).
 We follow the mandate: Serving the community; helping the poor to serve and to improve the basic living of human kind.
Since 2004, the “Rain-saving water cellar” project , more than 43,000 water cellars were built in villages to solve peasants’ water storage.
The water project has expanding from Gansu to other Northwest arid province, more than 580,000 people were served. Overall more than 800,000 were people bene ted from our various charitable activities.

Letter to Schools on “Air Quality Health Index” (18 December 2013)

致學校信件:「空氣質素健康指數」(二零一三年十二月十八日)

為配合「空氣質素健康指數」於本年年底推出,教育局有關組別屆時會更新本局網頁上現有指引(包括《幼稚園參考資料-體力遊戲》,《香港學校體育學習領域安全指引》及《戶外活動指引》)的相關部份。
To tie in with the launching of the Air Quality Health Index (AQHI), related sections of the Education Bureau (EDB) will update the relevant parts of their existing guidelines on the EDB webpage by the end of 2013.

對不同強度的體育活動/運動的耐受程度是因人而異,一般取決於個人健康狀況、過往的鍛煉情況及其體能程度。
教師須特別留意已患有心臟、呼吸系統或慢性疾病的學童情況,並按醫生的建議(如有)安排有關活動。教師亦應運用專業判斷作適當的安排及調整。
The tolerability to different levels of intensity of physical/sports activity varies among people. In general, it depends on health condition, previous exercise experience and level of physical fitness of individuals.
Teacher should pay special attention to school children with pre-existing heart, respiratory or chronic illnesses and follow the medical advice, if any, for activities arrangement. Teachers are advised to exercise their professional judgement for appropriate arrangement and adjustment where necessary.

The schools to which parents apply are not restricted by districts. Parents are strongly advised to consider the schools in all respects, such as their educational philosophy, culture, admission criteria, class structure, development and operation as well as their children's abilities, inclinations and interests to make a suitable school choice.


教育局發言人今日(二○一三年十二月九日)表示,參加二○一二/二○一四派位年度中學學位分配辦法的應屆小六學生家長,將由明日(二○一三年十二月十日)開始透過其子女就讀的小學,收到兩份《中一自行分配學位申請表》。
Parents of Primary Six (P6) students participating in the 2012/2014 Secondary School Places Allocation (SSPA) System will receive two application forms for Secondary One (S1) discretionary place (DP) through their children's primary schools starting from tomorrow (December 10, 2013), a spokesman for the Education Bureau said today (December 9, 2013).

家長如欲為子女申請官立、資助、按位津貼中學及參加派位的直接資助計劃(直資)中學的自行分配學位,他們必須填妥申請表,連同學校所需文件,在二○一四年一月三日至一月二十二日的學校辦公時間內直接交回有關中學。
Parents wishing to apply for an S1 DP in government, aided, caput and Direct Subsidy Scheme schools participating in the SSPA System have to complete the application forms for their children and submit the Form with other necessary documents directly to the schools concerned during school office hours between January 3 and 22, 2014.

空氣質素健康指數

為向市民提供更適時及有用的空氣污染資料,環境保護署(環保署)於2013年12月30日推出空氣質素健康指數,以取代空氣污染指數。
To provide more timely and useful air pollution information to the public, the Environmental Protection Department (EPD) launches the Air Quality Health Index (AQHI) to replace the Air Pollution Index (API) from 30 December 2013.

空氣質素健康指數告知你由空氣污染引發的短期健康風險,以便你能採取預防措施,保障健康。
The AQHI informs you of the short-term health risk of air pollution and helps you take precautionary measures to protect your health.

空氣質素健康指數以1至10級及10+級通報,並分為以下五個健康風險級別。
The AQHIs are reported on a scale of 1 to 10 and 10+ and are grouped into five health risk categories as shown below.

環保署將於十二月三十日推出「空氣質素健康指數」
指數是以四種空氣污染物,包括臭氧、二氧化氮、二氧化硫和粒子(可吸入懸浮粒子及微細懸浮粒子)的三小時移動平均濃度所引起的累積健康風險作為計算基礎。

Air Quality Health Index to be launched on December 30
It is calculated based on the cumulative health risk attributable to the three-hour moving average concentrations of four air pollutants, namely ozone, nitrogen dioxide, sulphur dioxide and particulate matter (PM2.5 and PM10).

入境處推出流動應用程式

Immigration Department launches mobile application
This mobile application enables Hong Kong residents and visitors to check the estimated waiting time of all land boundary control points at any time or place. Then they can plan their trips effectively and save time queuing up at control points.
Estimated passenger waiting time assessments will be updated about every 15 minutes. The application aims to serve as a reference for Hong Kong residents and visitors so that they can choose a less congested land boundary control point or period of time to travel in order to shorten their waiting time.

實現普選,是中央、特區政府,以及廣大市民的共同願望,亦是本屆政府的憲制責任和重要施政目標。
我們誠邀社會各界就2017年普選行政長官和2016年立法會選舉辦法發表意見,一起推動香港的民主政制發展。
The Basic Law stipulates the ultimate aim of selecting the Chief Executive and all Legislative Council Members through universal suffrage.
It is the common aspiration of the Central Authorities, the HKSAR Government and the public at large to achieve universal suffrage. It is also a constitutional responsibility and an important policy objective of the current term Government.
We sincerely invite the community to express their views on universal suffrage for the Chief Executive election in 2017 and the 2016 Legislative Council electoral method. We can take forward Hong Kong's democratic development together.

HKPISA 2012 Result Release

HKPISA 2012 評估結果公佈

香港中文大學(中大)香港教育研究所「學生能力國際評估計劃(簡稱PISA)香港中心」今天(2013年12月3日)公布第五期PISA研究結果。
中心於2012年4至5月期間,以隨機抽樣方式,邀請了148間中學近5000名學生進行測試,評估他們在數學、科學和閱讀三方面的能力。
The Hong Kong Centre for International Student Assessment of the Hong Kong Institute of Educational Research at The Chinese University of Hong Kong (CUHK) released the survey results of Programme for International Student Assessment 2012 (PISA 2012) today (3 December, 2013).
During April to May 2012, about 5000 students from 148 schools including government, aided and independent schools were randomly selected for the assessment of student performance in mathematics, science and reading.

國際研究顯示香港學生的閱讀、數學及科學能力在國際繼續名列前茅
教育局今日(二○一三年十二月三日)表示,很高興獲悉香港學生在「2012學生能力國際評估計劃」(簡稱PISA 2012)表現優異,成績繼續名列前茅。
PISA 由經濟合作與發展組織(簡稱OECD)策劃,每三年進行一次,目的是評估十五歲學生以母語閱讀、數學和科學的能力。

International study shows Hong Kong students' reading, mathematical and scientific literacy continue to rank among the world's best
The Education Bureau (EDB) is pleased to note that Hong Kong students have performed very well and their achievements continue to be among the best, as revealed in the Programme for International Student Assessment (PISA) 2012 announced today (December 3, 2013).
PISA is a three-year international study by the Organisation for Economic Co-operation and Development (OECD) that assesses the reading, mathematical and scientific literacy in the mother tongue of 15-year-old students.

Survey on Formulation of Sexual Harassment Policy in Schools

各位校監及校長:

制定校園性騷擾政策問卷調查

教育局通告第2/2009號“《性別歧視條例》(第480章)的修訂”中已要求學校採取合理可行的措施,包括以書面形式制定學校政策以消除性騷擾。
教育局亦曾於本年5月發出電郵信件,再次促請學校盡快以書面形式制定防止校園性騷擾政策,並告知學校制定預防性騷擾政策的重要性及本局網頁已載有制定校園性騷擾政策時可參考的政策綱要。
另外,為加強學校對制訂上述政策及相關事宜的認識,教育局亦曾協助「平等機會委員會」聯同教師團體於2013年7月2日至7月5日舉辦了4場研討會。

為了解學校上述工作的進展,以協助「平等機會委員會」設定方針支援有需要的學校制定相關政策,本局現請各校於2013年11月25日至12月5日登入教育城網頁填交《制定校園性騷擾政策問卷》。

如對是項問卷調查的內容有任何疑問,可聯絡學校所屬的高級學校發展主任;如填寫問卷時遇上技術問題,可致電 2437 5455 聯絡系統及檢討組李志安先生;有關啟動校長專屬電郵帳戶事宜,可致電香港教育城熱線 2624 1000 。

Dear Supervisors & Principals,

Survey on Formulation of Sexual Harassment Policy in Schools

As stipulated in EDB Circular No. 2/2009 on "Amendment to the Sex Discrimination Ordinance (Cap. 480)", schools are requested, among other things, to take reasonably practicable steps, including developing a written school policy, to eliminate sexual harassment in schools.
We also sent schools a letter via email in May 2013 urging schools to formulate a written policy as soon as possible and reminding schools of the importance of developing related policies in schools. Schools were also informed of the availability of reference materials, including the Framework for Sexual Harassment Policies in Schools on the EDB homepage.
In addition, we have also assisted the Equal Opportunities Commission (EOC), together with other teacher organisations, held 4 seminars from 2 July to 5 July 2013, to enhance schools’ understanding on the formulation of a sexual harassment policy and other related matters.

To assimilate schools’ progress on the above tasks and assist the EOC in drawing its blueprint for supporting schools in need in formulating relevant policies, schools are requested to complete and return a questionnaire titled Survey on Formulating Sexual Harassment Policy in Schools by logging into the Education City website from 25 November 2013 to 5 December 2013.

大學教育資助委員會資助院校對數學科的入學要求

Students applying for the 4-year undergraduate programmes offered by the UGC-funded institutions have to attain Level 2 for Mathematics in HKDSE (Please visit the website for general entrance requirements of individual institutions). Institutions may set additional faculty/programme requirements in consideration of the specific nature and needs of the programmes, as well as students’ abilities required to benefit from their studies.
The additional requirements or selection criteria on the Compulsory Part (CP) and the Extended Part (EP), which is comprised of Module 1 (M1) and Module 2 (M2), of Mathematics are as follows*:

Bird Watching Festival 2013-2014

觀鳥節 2013-2014

四季更迭,候鳥藉遷徙避過嚴冬,待氣候合適才重返故地繁衍後代。
香港濕地公園由二零一三年十一月六日起至二零一四年三月三十一日,舉辦冬季重點活動「觀鳥節2013/14」,向喜愛大自然的訪客介紹有如天際旅行家的候鳥,在認識牠們奇妙的身體構造和生活習性時,亦可與濕地公園的候鳥小巨星們見見面。
Follow the rhythm of seasons, migratory birds travel regularly between their breeding grounds and sites for overwintering to avoid the harsh winter.
From 6 November 2013 till 31 March 2014, Hong Kong Wetland Park is running its signature winter event “Bird Watching Festival 2013/14” to introduce migratory birds, travellers in the sky, to nature-loving visitors. Apart from learning more about their wonderful bodies and behaviours, visitors may also meet the five migratory bird celebrities at the Park.

Decoding Land Registration

土地註冊解碼

土地註冊處最近推出了《土地註冊解碼》新高中課程通識教育科教材套的網上版,介紹香港土地註冊的歷史、土地註冊處的角色和職能,以及香港土地註冊制度的改革,並加入兩個特別設計的遊戲,以提高課題的趣味性。
The Land Registry has launched an online version of its teaching kit, titled "Decoding Land Registration", for the subject of Liberal Studies in the New Senior Secondary curriculum.

Land Registry launches online version of teaching kit for Liberal Studies
The Land Registry launched the teaching kit earlier this year. The kit consists of two booklets and a CD-ROM, providing teaching materials for six lessons including tailor-made class activities and supplementary reading and reference materials. It also includes suggested areas for students to conduct investigative studies, discussions on the land registration system in Hong Kong, and comparative analyses of the land registration systems in Hong Kong and overseas countries.

The IMPACT Guidelines serve as an invaluable reference tool for medical and health professionals in reinforcing the appropriate use of antimicrobial drugs.

Antimicrobial resistance has reached alarming levels. IMPACT Guidelines recognises the dangers from antimicrobial resistance, the tremendous adverse effect it has on quality medical care and the need for a strong, co-ordinated and multifaceted response.

The IMPACT Guidelines combines the latest scientific evidence on usage of antimicrobial agents, empirical therapy of common infections, treatment of infections with known pathogen and surgical prophylaxis with data on the prevalence and sensitivity patterns of different pathogens in Hong Kong. It also contain practical tips on the safe use of antibiotics in out-patient settings, management of penicillin allergy and application of diagnostic tests on clinical microbiology.

二零一四年香港花卉展覽將於二零一四年三月七日至十六日在香港銅鑼灣維多利亞公園舉行。
市民除了可以欣賞到花型秀麗、顏色奪目的主題花「家樂花」及各地的花卉之外,更可以觀賞到來自本地、內地及海外園藝機構展出悉心栽培的盆栽、造型優美的花藝擺設,以及色彩繽紛的園景設計。
會場更設有售賣花卉及其他園藝產品的銷售攤位。

"Study In France" Virtual Education Fair 2013

2013-14年度「資料一線通」應用大賽 2013-14 Public Sector Information (PSI) Application Competition
2013-14年度「資料一線通」應用大賽是由政府資訊科技總監辦公室主辦。
比賽的主要目的是鼓勵公司,團隊或個人利用政府公共資料網站「資料一線通」的數據集開發創新應用,與及提高社會大眾對公共資料的價值和可能性的認識。
2013-14 Public Sector Information (PSI) Application Competition (“the Competition) is organised by the Office of the Government Chief Information Officer of the Hong Kong Special Administrative Region (“OGCIO”).
The primary aim of the Competition is to incentivise corporations, teams or individuals for developing innovative software applications with the use of datasets on the government PSI portal, Data.One (data.one.gov.hk) and raise public awareness of the value and possibilities of PSI.


「資料一線通」應用大賽接受報名
政府在二○一一年三月推出公共資料網站,以數碼格式發放公共資料供免費使用。
到目前為止,「資料一線通」網站提供十四類的公共資料,其中包括道路交通資訊、空氣污染指數、天氣資料、公共設施的地理參考數據、人口普查統計資料及物業市場統計資料等。

Data.One App Competition calls for entries
The Government launched the Data.One portal in March 2011 to provide PSI in digital format for free use by the public.
To date, 14 categories of PSI datasets are available on the portal, including road traffic information, air pollution indices, weather data, geo-referenced public facility data, population census statistics and property market statistics.

Survey on Senior Secondary Subject Information 2013/14 School Year

2013/14 學年高中科目資料調查

新學制由2009年9月在中四開始推行,這個重要的改革,對整個香港教育制度帶來了深遠的影響。
有鑑於此,本局在2009/10學年展開了高中科目資料調查(前稱「新高中科目資料調查」)(調查),追蹤高中課程的推行情況。
The NAS has been implemented at S4 in September 2009. This major reform has far-reaching impacts on the education system of Hong Kong.
In view of the magnitude of this reform, the Survey on SS Subject Information (formerly known as “Survey on New Senior Secondary (NSS) Subject Information”) (the Survey) had been implemented since the 2009/10 school year, to track the implementation of the SS curriculum.

這已是本局第五次進行同類調查。
以往四年所得的結果,為本局及其他持份者在規畫新學制時提供寶貴的參考資料,例如︰課時、科目組合,及修讀選修科目的情況等資料均在檢討高中課程及評估時極具參考價值。
This year’s Survey is the fifth of the series.
Information collected from the Survey in the past four years had proven to be valuable for the EDB’s and other stakeholders’ planning for the NAS. For example, information on lesson time, subject combination, and patterns in elective subject taking have been extremely useful data that helped inform the on-going review of the SS curriculum and assessment.


第一部分收集學校層面的資料,透過網上調查收集學校開辦高中科目及選修單元的資料,以及新任高中科目教師的人數;學校須於2013年10月29日或以前向本局遞交第一部分資料。
Part I collects school-level information, through an Online Survey, on the SS subjects and elective modules offered, and the number of teachers newly deployed to teach SS subjects. Schools are requested to submit the information to the EDB on or before 29 October 2013.

第二部分收集學生層面的資料,透過網上學校行政及管理系統(網上校管系統)收集個別學生修讀高中科目的資料;學校須於2013年11月12日或以前向本局遞交第二部分資料。
Part II collects student-level information, through data extraction from the Web-based School Administration and Management System (WebSAMS), on the SS subjects taken by individual students. Schools are requested to submit the information to the EDB on or before 12 November 2013.

Revised Procedures and Guidelines for Handling Plagiarism in School-based Assessment (SBA)


因應2013年香港中學文憑考試(文憑試)處理校本評核抄襲個案的經驗,並考慮學界的意見,香港考試及評核局(考評局)公開考試委員會通過修訂處理校本評核抄襲個案的程序及指引,並於2014年文憑試起推行,詳情如下:
In light of the experience and feedback from handling the SBA plagiarism cases in 2013 Hong Kong Diploma of Secondary Education (HKDSE) Examination, the Public Examinations Board (PEB) of the Hong Kong Examinations and Assessment Authority (HKEAA) recently approved the revised procedures and guidelines for handling plagiarism cases in SBA. The improvement measures will be implemented in the 2014 HKDSE Examination and beyond.
Details are as follows:


1. 為確保對所有校本評核抄襲個案一視同仁,無論由學校或考評局發現的抄襲個案均以統一的準則處理。學校須向考評局報告嚴重的抄襲個案,以作跟進。
   公開考試委員會將檢視相關資料與證據,並按照處理考試異常事件指引,懲處已核實抄襲的考生,罰則包括:
   To ensure that a unified approach is adopted in the handling of all plagiarism cases, whether they are identified in schools or by the HKEAA, serious plagiarism cases (P cases) identified by the schools should be reported to the HKEAA for follow up.
   The PEB will review all the information and evidence and decide on the penalty to be imposed in accordance with its guidelines on handling examination irregularities. The levels of penalty to be imposed for proven P cases are as follows:

(a) 有關的校本評核課業給予零分,而該科的成績亦會被降低一個等級;
    Zero marks will be given to the SBA task concerned. In addition, a penalty of downgrade by one level will be imposed in the subject.

(b) 對於極嚴重的抄襲個案,如考生被揭發多次抄襲,或會被取消有關科目,甚至全部科目的考試成績。
    For extreme cases, e.g. repeated offence of plagiarism, candidates may be subject to disqualification from the subject(s) concerned or the whole examination.


2. 至於較輕微的抄襲個案則由學校處理,不需轉交考評局跟進,但校方須保留有關記錄。
   學校可根據校規、《校本評核學校領導人手冊》及《校本評核教師手冊》所載的指引,對核實個案作出以下的懲處:
   Other less serious plagiarism cases are to be handled at school level. Schools need not report these cases to the HKEAA but should keep a proper record.
   Schools may impose penalties to proven cases in accordance with the school regulations and the HKEAA guidelines as stipulated in the SBA School Leaders’ and Teachers’ Handbooks. This may include:

(a) 向學生發出警告信;
    issuing a warning letter to the student;

(b) 扣減有關課業得分;
    deducting marks for the task concerned; and

(c) 將有關課業評為零分。
    awarding zero marks for the task concerned.


3. 按目前校本評核要求,考生須就每個科目簽署校本評核學生聲明表格,以確定有關的校本評核課業均是其本人作品。
   為讓學生及早明瞭學術誠信的重要性,以及精簡學校處理學生聲明的程序,學校只須在進行校本評核期間的每一學年開始時,要求學生就所有科目的校本評核簽署一份聲明表格,承諾所有校本評核課業均為其作品,並同意誠實守規地完成各科的校本評核。
   Under the existing SBA procedures, students are required to sign a declaration form for individual subjects to confirm that the SBA assignments they completed are their own work.
   In order to strengthen the message about proper conduct of SBA to students and to streamline the process, schools should request all students to complete and sign a declaration form, at the beginning of each school year in which SBA is undertaken, to declare that the SBA tasks for all subjects to be completed will be their own work and to agree to adhere to a code of honour in completing the SBA for all subjects.

教育局今日(二○一三年十月十一日)公布,繼二○一二/一三學年的新學制檢討,以及四月發布的進展報告《新高中學習旅程--穩步邁進》後,教育局、課程發展議會與香港考試及評核局(考評局)已共同展開新學制中期檢討,以跟進持份者對報告的意見。
The Education Bureau (EDB) today (October 11, 2013) announced that following the New Academic Structure (NAS) review in the 2012/13 school year and the release of the progress report "The New Senior Secondary Learning Journey - Moving Forward to Excel" in April, the EDB, the Curriculum Development Council (CDC) and the Hong Kong Examinations and Assessment Authority (HKEAA) have jointly launched the NAS Review (Medium-term) to follow up on stakeholders' feedback on the Report.

新學制檢討是一個持續的過程,能推動新學制和新高中政策的實施以促進學生學習。
The NAS review is an ongoing process to facilitate the continual implementation of the NAS/NSS policy for the betterment of student learning.

中期檢討的目的包括︰
The objectives of the medium-term review are to:

(1) 跟進新學制檢討進展報告公布後蒐集得到的主要回饋;
    follow up on the major feedback on the Report;

(2) 回應不同科目及課程範疇尚待解決的議題,有關議題需時蒐集資料,及對政策作出更全面和宏觀的檢視(詳情請參閱附錄);
    address the unresolved issues in various subjects and curriculum areas which require a longer time and a more holistic/macro-approach to the policy (please see details in the Appendix);

(3) 持續地就各個科目的課程及評估作出定期檢討;及
    sustain the regular review of the curriculum and assessment of all subjects; and

(4) 參考檢討過程中所得的量性數據和質性資料及回饋,進一步微調檢討的建議。
     further fine-tune the recommendations with reference to qualitative and quantitative data as well as feedback collected throughout the process.


在中期檢討階段,我們將繼續依循短期檢討的原則,並特別重視以下各項︰
While the principles for the short-term review would continue to be observed, the following major governing principles should also be emphasized in the medium-term review:

i) 以學生利益為先;
   Student interest comes first;

ii) 持續蒐集回饋和資訊/實證導向;
    Continuous collection of feedback & information/evidence-driven;

iii) 貫徹一致的「根本性」範式改變,支援學生學習及全人發展;
     Consistent and aligned fundamental paradigm changes to support student learning and whole-person development;

iv) 持續蒐集回饋,讓課程設計與時並進;
    Contemporary curriculum design to align with continuous collection of feedback;

v) 維持國際基準;
   Maintaining international standards;

vi) 富彈性以配合不同校情;及
    Flexibility for different school contexts; and

vii) 維持現有透明機制,與持份者緊密溝通。
     Maintaining existing and transparent mechanism as well as close communication with stakeholders for further engagement


中期階段的建議預計將分兩次於二○一四年七月和二○一五年七月公布,並於二○一四/一五或二○一五/一六學年的中四開始實施,即分別於二○一七或二○一八年的香港中學文憑考試生效,及早讓學生與學校受惠。
同時,教育局會透過不同渠道,包括專業發展課程、研討會、報告書和刊物,繼續與持份者分享良好實踐經驗、調查結果及觀察所得。
Recommendations for the medium-term stage are expected to be announced in two batches in July 2014 and July 2015 for teaching at Secondary 4 in the 2014/15 school year or 2015/16 school year leading to the 2017 or 2018 HKDSE Examination respectively to benefit students and schools at the earliest possible time.
Meanwhile, the EDB will continue to share good practices, findings and observations with stakeholders through different channels including professional development programmes, seminars, reports and publications



開展新學制中期檢討

New Academic Structure Review (Medium-term) launched
The EDB, the CDC and the HKEAA will continue to extensively collect views from different stakeholders, including schools, teachers, the post-secondary education sector, professional bodies, students, parents and employers, through different channels such as forums, meetings, surveys and focus group interviews.

校本評核 School-based Assessment (SBA)
• 校本評核是學校整體課程和公開評核的重要部分,我們將會對其整體影響進行全面檢討,以探討進一步精簡的可能性,在維持國際認可和校本評核的基本原則的同時,回應工作量的問題。
• As part and parcel of the whole-school curriculum and public assessment, a holistic review on the total impact of SBA would be conducted to explore the possibility of further streamlining in order to address the workload issues while maintaining international recognition and the underlying principles of SBA.

Apart from the regular review of ApL courses, the medium-term review will include:
• 檢討應用學習課程的評級機制;及
• 研究在中四提供應用學習課程,以及將應用學習課程與資歷架構掛鈎。

The Value-added information for 2012 and 2013 Hong Kong Diploma of Secondary Education Examination has been released through the Schools Value-added Information System.
