處理校本評核抄襲的修訂程序與指引
Revised Procedures and Guidelines for Handling Plagiarism in School-based Assessment (SBA)
因應2013年香港中學文憑考試(文憑試)處理校本評核抄襲個案的經驗,並考慮學界的意見,香港考試及評核局(考評局)公開考試委員會通過修訂處理校本評核抄襲個案的程序及指引,並於2014年文憑試起推行,詳情如下:
In light of the experience and feedback from handling the SBA plagiarism cases in 2013 Hong Kong Diploma of Secondary Education (HKDSE) Examination, the Public Examinations Board (PEB) of the Hong Kong Examinations and Assessment Authority (HKEAA) recently approved the revised procedures and guidelines for handling plagiarism cases in SBA. The improvement measures will be implemented in the 2014 HKDSE Examination and beyond.
Details are as follows:
1. 為確保對所有校本評核抄襲個案一視同仁,無論由學校或考評局發現的抄襲個案均以統一的準則處理。學校須向考評局報告嚴重的抄襲個案,以作跟進。
公開考試委員會將檢視相關資料與證據,並按照處理考試異常事件指引,懲處已核實抄襲的考生,罰則包括:
To ensure that a unified approach is adopted in the handling of all plagiarism cases, whether they are identified in schools or by the HKEAA, serious plagiarism cases (P cases) identified by the schools should be reported to the HKEAA for follow up.
The PEB will review all the information and evidence and decide on the penalty to be imposed in accordance with its guidelines on handling examination irregularities. The levels of penalty to be imposed for proven P cases are as follows:
(a) 有關的校本評核課業給予零分,而該科的成績亦會被降低一個等級;
Zero marks will be given to the SBA task concerned. In addition, a penalty of downgrade by one level will be imposed in the subject.
(b) 對於極嚴重的抄襲個案,如考生被揭發多次抄襲,或會被取消有關科目,甚至全部科目的考試成績。
For extreme cases, e.g. repeated offence of plagiarism, candidates may be subject to disqualification from the subject(s) concerned or the whole examination.
2. 至於較輕微的抄襲個案則由學校處理,不需轉交考評局跟進,但校方須保留有關記錄。
學校可根據校規、《校本評核學校領導人手冊》及《校本評核教師手冊》所載的指引,對核實個案作出以下的懲處:
Other less serious plagiarism cases are to be handled at school level. Schools need not report these cases to the HKEAA but should keep a proper record.
Schools may impose penalties to proven cases in accordance with the school regulations and the HKEAA guidelines as stipulated in the SBA School Leaders’ and Teachers’ Handbooks. This may include:
(a) 向學生發出警告信;
issuing a warning letter to the student;
(b) 扣減有關課業得分;
deducting marks for the task concerned; and
(c) 將有關課業評為零分。
awarding zero marks for the task concerned.
3. 按目前校本評核要求,考生須就每個科目簽署校本評核學生聲明表格,以確定有關的校本評核課業均是其本人作品。
為讓學生及早明瞭學術誠信的重要性,以及精簡學校處理學生聲明的程序,學校只須在進行校本評核期間的每一學年開始時,要求學生就所有科目的校本評核簽署一份聲明表格,承諾所有校本評核課業均為其作品,並同意誠實守規地完成各科的校本評核。
Under the existing SBA procedures, students are required to sign a declaration form for individual subjects to confirm that the SBA assignments they completed are their own work.
In order to strengthen the message about proper conduct of SBA to students and to streamline the process, schools should request all students to complete and sign a declaration form, at the beginning of each school year in which SBA is undertaken, to declare that the SBA tasks for all subjects to be completed will be their own work and to agree to adhere to a code of honour in completing the SBA for all subjects.
