我們強力建議學校採用「資助學校採購活動異常情況報告」,並按年向校董會/法團校董會匯報。
Schools are strongly advised to report to the School Management Committees (SMCs)/Incorporated Management Committees (IMCs), on an annual basis, of any irregularities in the procurement procedures by completing the “Exception Report on Procurement Activities for Aided Schools”.

一般而言,中四、中五及中六學生的選科情況相似。

Regarding student enrollment in elective subjects, more students take
“Economics” (S4: 31.2%; S5: 31.0%; S6: 28.9%),
“Chemistry” (S4: 29.6%; S5: 27.1%; S6: 23.4%),
“Biology” (S4: 28.7%; S5: 26.5%; S6: 24.1%),
“Business, Accounting and Financial Studies” (S4: 26.5%; S5: 26.1%; S6: 22.6%),
“Physics” (S4: 24.0%; S5: 22.7%; S6: 20.6%),
“Geography” (S4: 21.6%; S5: 19.9%; S6: 18.7%).

香港中學文憑英國語文科與國際英語水平測試(IELTS)基準研究結果

香港考試及評核局(考評局)今日(2013年4月30日)公布2012年香港中學文憑考試(文憑試)英國語文科與國際英語水平測試(IELTS)的基準研究結果。
The Hong Kong Examinations and Assessment Authority (HKEAA) released today (30 April 2013) the results of a benchmarking study aiming at establishing the equivalence of standards between the International English Language Testing System (IELTS) and the 2012 Hong Kong Diploma of Secondary Education (HKDSE) English Language Examination.

去年首屆文憑試完成後,考評局以抽樣方式選出約400名在英國語文科取得第2至5**級的學校考生參與研究,邀請他們在暑假期間參加 IELTS 測試。

After the completion of the HKDSE Examination last summer, a sample of around 400 school candidates achieving levels 2 to 5** in HKDSE English Language were selected to take IELTS.

Arrangements for Surplus Teachers and Laboratory Technicians of Aided Secondary Schools and Special Schools in the 2013/14 School Year

2013/14學年資助中學及特殊學校過剩教師及實驗室技術員的安排

為紓緩教師及實驗室技術員過剩的情況,教育局自2003/04學年起已採取了多項紓緩措施,並會在2013/14學年繼續推行這些措施。如學校有教師或實驗室技術員過剩,本局促請學校繼續採用本通函所載的紓緩措施來解決問題。
同時,學校亦應參考和遵循《教育條例》、《資助則例》和《學校行政手冊》內各相關章節的條文行事。
The Education Bureau (EDB) has adopted a host of relief measures to alleviate the situation of surplus teachers and laboratory technicians since the 2003/04 school year. These measures will continue to be implemented in the 2013/14 school year. EDB appeals to schools to adopt the measures set out in this circular memorandum to resolve the problem of surplus teachers or laboratory technicians, if any.
Schools should also refer to the relevant sections in the Education Ordinance, Codes of Aid and School Administration Guide for reference and compliance.

為使資助中學的班級結構能保持合理的穩定性,教育局已由2006/07學年開始,實施一系列促進學校發展的措施,並在2013/14學年起推出新的針對性紓緩措施。
For maintaining reasonable stability in the class structure of aided secondary schools, EDB has implemented a series of support measures for facilitating school development since the 2006/07 school year. New targeted relief measures will be introduced with effect from the 2013/14 school year.



教育局通函第43/2013號 2013/14學年資助中學及特殊學校過剩教師及實驗室技術員的安排
過剩教師包括個別學校因收生不足需下調班級數目而出現的過剩教師 (通常稱為超額教師),以及被納入新學制下的「過剩教師五年過渡期安排」或「自願優化班級結構」計劃的過剩教師。
學校須同時注意有關通告/通函及批函內與過剩教師相關的規定。

Education Bureau Circular Memorandum No. 43/2013  Arrangements for Surplus Teachers and Laboratory Technicians of Aided Secondary Schools and Special Schools in the 2013/14 School Year
Surplus teachers include those teachers who become surplus as a result of the reduction of class(es) due to under-enrolment in an individual school (i.e. commonly known as redundant teachers), and those covered by the “5-year Transitional Period for Surplus Teachers” under the New Academic Structure or the "Voluntary Optimisation of Class Structure Scheme" that a school has been approved to implement.
Schools should also pay attention to the relevant specifications on surplus teachers in the related Circular / Circular Memorandum and approval letter.

Hongkong Post today (April 28, 2013) announced the launch of a new local mail service which is available for posting from today.


「易送遞」對等待收件的人尤其方便。
收件人可選擇櫃位領件服務,在覆蓋全港的郵政局領取郵件,而無須留在家中或工作間等待郵件派遞。
收件人只須帶同領件編碼和郵件編號,便可即時取件。
Smart Post is especially convenient for those waiting for items to arrive.
Recipients can choose Counter Collection Service to pick up their mail items from Hongkong Post's extensive post office network rather than having to wait at home or work for the item to be delivered.
Recipients just need to bring with them the collection code and mail item number for instant uplift.

「易送遞」讓顧客按其選定的時間準備郵件投寄。
用戶可透過全天候運作的網上平台,隨時隨地在網上準備投寄文件;投寄人和收件人亦可隨時隨地在網上查閱郵件的派遞情況。
「易送遞」會向用戶發出電郵,通知他們郵件已派達。
Smart Post allows customers to arrange postings according to their own preferred schedule.
This is done through a platform, an online tool operates 24 hours a day, seven days a week, that allows users to prepare their posting document online, at any time and wherever they are. Both senders and recipients can check the delivery status of their items online at any place or time.
The Smart Post also sends out emails telling users when their items have been delivered.

Diversity Learning Grant for the Fifth Cohort of New Senior Secondary Students – Other Languages and Other Programmes (from 2013/14 to 2015/16 school year)

多元學習津貼支援學校開辦應用學習課程、其他語言課程及其他課程(包括資優教育課程和新高中科目的聯校課程)。
其他語言及其他課程的津貼額如下:
Diversity Learning Grant (DLG) is to support schools to offer Applied Learning courses, Other Languages and Other Programmes (including Gifted Education Programmes and Network Programmes of NSS subjects).
The subsidies for Other Languages and Other Programmes are recapitulated as follows:

Schools are invited to apply for DLG for offering OL and / or OP for the fifth cohort of new senior secondary (NSS) students (from the 2013/14 to 2015/16 school year). Schools should send the completed application form (Appendix IV) to Education Bureau (EDB) by post OR by fax, on or before 28 June 2013.

申請多元學習津貼的學校,須擬備運用津貼的三年計劃書(2013/14至2015/16學年)。
該計劃書必須獲得學校管理委員會或校董會或法團校董會通過,並於2013年11月底前上載至學校網頁(計劃書須獨立放於有關頁面當眼處,而非以附件形式夾附於學校周年計劃書內)。
Schools are requested to draw up a 3-year plan (from 2013/14 to 2015/16 school year) to deploy the grant.
The plan should be endorsed by their School Management Committee or Incorporated Management Committee. This 3-year plan should be uploaded onto the school’s homepage (the plan should be a separate document instead of an annex of the school annual plan/school development plan, and should be placed prominently on the page) before the end of November 2013.

社會上有些讓廣大市民參與的活動,讓人感到香港是個宜居和優質城市,更增添市民對這個家的自豪感。全港運動是加強宣傳上述性質活動的平台。
The Campaign provides a platform for enhanced publicity of events and activities that engage a wide cross-section of the community, that aim to make Hong Kong a more liveable and enjoyable city and that instil in residents a sense of pride about our home.

運動的重點在於「公眾參與」。
政府只是為各界提供一個共用平台,把目標相同的各種活動集中於共同主題下,以收協同效應和提高市民的認知。
The Campaign emphasises "public participation".
The Administration is providing a common platform that allows activities and events aligned with the campaign goals to be pooled under an umbrella theme to create greater synergy and public awareness.


這項由政務司司長領導的公眾參與運動,將包含一系列活動,以配合運動的四個主題:
「活力香港」、「潮流香港」、「關愛香港」和「清新香港」。
The public participation campaign, launched by the Chief Secretary for Administration, Mrs Carrie Lam, includes a wide range of events under four themes:
'Vibrant Hong Kong', 'Hip Hong Kong', 'Caring Hong Kong' and 'Fresh Hong Kong'.

「活力香港」: 包括一系列促進香港活力與多元的重大文化、體育和文娛活動。
'Vibrant Hong Kong' brings together major cultural, sports and recreational activities that promote vibrancy and diversity of Hong Kong.

「潮流香港」: 針對年青人的需要,提供讓他們發揮創意、領袖才能活動,並提升他們對責任的承擔。
'Hip Hong Kong' will cater for activities for young people nurturing their vision, creativity, leadership and commitment.

'Caring Hong Kong' events will foster mutual help among neighbours and encourage people to show care and concern for the under-privileged and the disadvantaged.

「清新香港」: 促進低碳、減廢、愛護大自然和崇尚健康的生活方式。
'Fresh Hong Kong' will involve promotional activities on low-carbon and low-waste lifestyle, appreciation of the city's natural heritage and healthy lifestyle.

New mobile app "EventHK" launched today
At initial launch, "EventHK" covers event information provided by the Home Affairs Department, the Leisure and Cultural Services Department, the Housing Department, the Hong Kong Observatory and the Hong Kong Tourism Board. It will be gradually expanded to include more events organised by other departments and public organisations.

「2013年國際博物館日」的主題是「博物館 ( 回憶 + 創意) = 社會變遷 」,以突顯博物館的普世價值及它們對社會的積極影響。

The theme for IMD 2013 is “Museums (Memory + Creativity) = Social Change”. This truly optimistic theme in the form of an equation dynamically gathers several concepts that are essential to defining what a museum is today, highlighting the universal nature of those institutions and their positive influence on society.
It summarises the complexity of museum tasks and emphasises that they are meant to contribute to the community with their passion and creativity.

為響應國際博物館日,本地39個文博單位將於2013年5月18及19日推出多項特備節目,歡迎大家踴躍參與。

政府公布二○一四年公眾假期
根據《僱傭條例》及《公眾假期條例》,當農曆年初一、年初二或年初三適逢星期日時,會以農曆年初四替代成為法定假日及公眾假期。
由於二○一四年的農曆年初三適逢在星期日,因而將農曆年初四訂為補假。

General holidays for 2014 published
According to the Employment Ordinance and General Holidays Ordinance, when either Lunar New Year's Day, the second day of Lunar New Year or the third day of Lunar New Year falls on a Sunday, the fourth day of Lunar New Year is designated as a statutory and general holiday in substitution.
As the third day of the Lunar New Year of 2014 falls on a Sunday, the fourth day of Lunar New Year will be designated as a holiday in substitution.

Progress on review of the New Academic Structure updated

公布新學制的檢討進展

我們提出了短期階段的建議,希望在不影響國際基準和課程目標的前提下,盡量回應學校及前線老師的實際關注。
We have come up with recommendations for the short-term stage of the review, taking into account the practical concerns of schools and frontline teachers without compromising international benchmarking and curriculum objectives.

這些短期建議包括:
These short-term recommendations include:


(一) 1.

精簡課程內容,如企業、會計與財務概論(企會財)課程內容約 15% 、數學延伸部分單元一及二的學習內容;
Streamlining curriculum content such as in Business Accounting and Financial Studies (trimmed by 15 per cent) , Mathematics (M1/M2),


(二) 2.

(1)延遲推行校本評核(9科): 中國文學、英語文學、經濟、倫理及宗教、地理、旅遊與款待、健康管理與社會關懷、科技與生活、音樂(如學校支持,音樂科會提早推行校本評核);
(i) Deferring SBA in nine subjects - Chinese Literature, Literature in English, Economics, Ethics and Religious Studies, Geography, Tourism and Hospitality Studies, Health Management Social Care, Technology and Living, Music (SBA will be implemented earlier in Music if supported by schools).

(2)精簡及更新校本評核安排(11科): 中國語文、英國語文、資訊及通訊科技、中國文學、經濟、地理、健康管理與社會關懷、旅遊與款待、科技與生活、音樂、通識教育科。
(ii) Streamlining and updating SBA arrangements for 11 subjects - Chinese Language, English Language, Information and Communication Technology, Chinese Literature, Economics, Geography, Health Management Social Care, Tourism and Hospitality Studies, Technology and Living, Music, Liberal Studies.

(3)三個科(數學、企會財、體育)不推行校本評核;
(iii) Not implementing SBA for three subjects - Mathematics, Business Accounting and Financial Studies, Physical Education

(4)體育科將以實習考試取代校本評核;
(iv) Replacing SBA with a practical exam for one subject - Physical Education


(三) 3.

文憑試方面: 就科目的不同情況,調整考試時間及改進試卷設計等,以照顧學生的多樣性等。
For HKDSE, adjusting examination time and improving assessment design to cater for learners' diversity, depending on the situation of different subjects.


(四) 4.

課時的彈性: 以 2400 ± 200 小時作為總課時的彈性範圍;其他學習經歷的安排須重質不重量,而課時可彈性分配(10-15%)。
Flexibility in lesson time, recommending 2400 ± 200 hours as the flexible range of total lesson time, emphasising quality rather than quantity in Other Learning Experiences (OLE) and flexible allocation of lesson time for OLE (10-15 per cent).


這些建議是於二○一三/一四學年的中四學生開始實施,即在二○一六年的文憑試及以後考試生效。
These recommendations will be implemented in the 2013/14 school year for Secondary 4 students who will sit in the 2016 HKDSE Examination.




公布新學制的檢討進展
新學制檢討由教育局課程發展議會香港考試及評核局共同進行,主要檢視新高中課程第一個循環的推行及支援、香港中學文憑考試的推行,以及新學制的政策成效。

The NAS review made special reference to the first cycle of implementing and supporting the NSS curriculum, the delivery of the HKDSE examination and the achievement of NAS policy goals. It was jointly conducted by the Education Bureau, the Curriculum Development Council and the Hong Kong Examinations and Assessment Authority.

家長在為子女選擇合適的中學時,除參考「中學一覽表」內各中學的資料外,亦可參閱「中學概覽2012/2013」內各中學就班級結構及擬開設的新高中選修科目等資料。
家長亦須留意,由於學校在未來數年內或會調整其人力及財政資源,有關2013/14學年開設的科目及其他資料只作參考之用。
When parents make school choices for their children, apart from referring to the Secondary School Lists for details of individual schools, they may also refer to the Secondary School Profiles 2012/2013 for information provided by the schools on the class structure and the planned senior secondary subjects.
Parents should note that the subjects to be offered and other information for the 2013/14 school year may be adjusted in the light of the human and financial resources of individual schools in the coming years. As such, the information contained in the Profiles serves as reference only.

Parents must complete and return the Choice Forms to their children's primary schools for submission to the EDB on or before May 2, 2013 (Thursday).

選校表格分為甲、乙兩部分。
The Choice Form is divided into two parts (Part A and Part B).

家長填寫選校表格甲部時,應參考載有全港各區中學資料的選校手冊,並可選填不多於三所位於任何學校網(包括子女所屬的學校網)的中學。
至於填寫選校表格乙部時,家長應從子女所屬學校網的一覽表內盡量選擇合適的中學,最多為三十所。
家長切勿在乙部選填不屬於學生所屬學校網一覽表內的學校,否則其選擇將不獲處理。
Parents should refer to the Handbook when filling in Part A 'Unrestricted School Choices' of the Choice Form and choose not more than three secondary schools from any school nets (including the student's school net).
As for Part B 'Restricted School Choices', parents should refer to their child's SSL and choose a maximum of 30 secondary schools according to their preference.
Parents must not enter any school choices which are not in the SSL of the school net of the child in Part B since invalid school choices will not be processed.

優質教育基金強化優質教育
自一九九八年成立以來,優質教育基金支持逾八千二百份計劃申請,至今已經累積了不少具創意的寶貴計劃成果及教學實踐經驗。
優質教育基金在二零一一/一二學年共處理三百八十三份撥款申請,獲批申請共一百三十五份,撥款共約六千五百八十萬元。
資助款額由七萬三千五百至二百九十四萬二千二百元。

Reinforcement of quality education through Quality Education Fund
Since its establishment in 1998, the QEF has supported over 8 200 projects, bringing about successful innovative ideas, practices and experiences to raise the quality of education.
The QEF processed 383 applications in the 2011/12 school year, among which 135 applications were approved, involving a total grant amounting to around $65.8 million.
The grants approved in this school year range from $73,500 to $2,942,200.

「傳媒資訊素養」被認為是新一代必備的廿一世紀本領之一,它融合了傳媒素養和資訊素養,再加上電腦與資訊科技的技能,組合成一個新的概念,代表在未來社會大家很需要的一組生存技能。
Hong Kong is about to embark on the era of Web 3.0 and our lives are going to be embedded by media and information technology. Alongside the transformation from an industrial and commercial society to a knowledge-based society, our younger generations have to develop the required abilities and literacy to cope with the need of the future world so that they can work and live at ease.
Media Information Literacy (MIL), being a new conception, is recognized as one of the capabilities of the 21st century. By integrating media literacy, information literacy and Information & Computer Technology (ICT) skills, MIL forms a new conception of knowledge and becomes the life skill for survival in our future society.

學校應分析校情形勢, 按學校發展計劃中關注事項的緩急優次,決定選取相關的支援服務。
此外,學校所提供的有效行政措施,如時間表、人手編排和資源分配等,亦是成功推行有關計劃的關鍵。
Schools have to conduct a thorough analysis of their situation and take into consideration their areas of concern as identified in their school development plans in the course of setting their priorities for the support services.
The key to successful implementation of the programmes also hinges on schools’ provision of effective administrative measures such as timetabling, manpower and resource allocation.

學校可於二零一三年四月十五日至五月二日期間,透過互聯網申請上述的支援服務。
Interested schools may apply for the support services via the internet starting from 15 April 2013 to 2 May 2013.

Nomination of Teacher Members for Key Learning Area Committees & Functional Committees of the Curriculum Development Council (2013-2015)

課程發展議會轄下各學習領域委員會及功能委員會(2013-2015年度)教師委員提名


為了提升課程質素,裝備我們的下一代,迎接廿一世紀的挑戰,我們希望能夠廣納前線教育工作者的意見。
現行架構中第二層委員會的教師代表是透過提名選出的,現在我們誠意邀請您提名貴校教師加入九個學習領域委員會及五個功能委員會。
To improve the quality of the curriculum that would equip our younger generation with the capability to meet the challenges in the 21st Century, we would like to enlist the assistance and support of front-line education practitioners.
In the existing structure, teacher members of the committees in the second tier will be openly recruited through nomination. In this connection, you are cordially invited to nominate suitable teachers for the nine Key Learning Area (KLA) Committees and the five Functional Committees of the Curriculum Development Council (CDC).


委員會的任期通常為兩年,由二零一三年九月一日至二零一五年八月三十一日
所有被提名的教師都會根據既定的遴選機制進行甄選,在遴選的時候,我們將會從以下各方面考慮:
The terms of office of teacher members will last for 2 years from 1 September 2013 to 31 August 2015.
All teacher nominations will be processed through a selection mechanism taking into account the following aspects:

基本教學資格以外的學術或專業資格;
Additional relevant academic/professional qualifications attained;

與該學習領域或功能委員會相關的不同學習階段的教學經驗;
Cross-level teaching experience in relation to the respective KLA Committees & Functional Committees;

校內擔任的相關工作/職務(例如:教務主任、學習領域課程領導人、科主任、召集人或科目統籌主任);
Relevant responsibilities/posts held in school (e.g. Prefect of Studies, KLA Curriculum Leaders, Panel Chairperson, Convener, Subject Coordinator, etc.);

參與課程發展或有關工作的經驗(例如:香港考試及評核局科目委員會委員);
Other experience in curriculum development or related work (e.g. Subject Committee member of HKEAA);

學術研究/計畫或參與校本課程發展的工作經驗;以及
Participation in related researches/projects/school-based curriculum development; and

校長和諮詢人(如有的話)的推薦。
Recommendation from the school head and if any, a referee.


有關提名詳情請參閱附件,並請填妥提名表格於二零一三年五月十六日或之前,交回課程發展議會秘書處辦理。
請注意,為公平起見,有關的截止日期將嚴格遵守,過期遞交的表格將不受理。
Should you like to make any nomination, please complete the nomination form attached in the Appendix , and return it to the CDC Secretariat on or before 16 May 2013.
Please also be informed that for fairness sake, the deadline will be strictly observed and no late submission will be processed.

課程發展議會 Curriculum Development Council

課程發展議會是一個諮詢組織,主要就幼稚園至高中各教育階段的課程發展事宜,透過教育局常任秘書長向香港特別行政區政府提供意見。
課程發展議會是一個兩層架構:上層是課程發展議會及常務委員會,下層是九個學習領域委員會及五個功能委員會。
各委員會可按需要靈活地籌組負責特定工作的專責委員會,以及/或課程發展議會與香港考試及評核局科目委員會。

The CDC is responsible for advising the Hong Kong Special Administrative Region Government through the Permanent Secretary for Education on all matters relating to curriculum development for the school system from the pre-primary to senior secondary level.
CDC is structured in a two-tier system: the first tier being the Council and its Standing Committees and the second tier being the nine KLA Committees and the five Functional Committees.
Flexibility is allowed for each Committee to form its own ad hoc committees for specific tasks and/or CDC-HKEAA Committees on various subjects on a need basis.

New Road Safety Council website launched

道路安全議會推出全新網頁

道路安全議會今日(二○一三年四月三日)推出全新設計的網頁,以嶄新面貌發放最新的道路安全信息。
The Road Safety Council (RSC) website, which incorporates a host of new features to publicise road safety messages, was launched today (April 3, 2013) after being revamped.

網站結構經過重新編排後,以簡潔及專業的形象示人。網站的首頁新增了四個道路安全的宣傳重點,包括「反酒後駕駛」、「反毒後及藥後駕駛」、「單車安全」及「行人安全」。
版面右方亦設有「最新消息」,提供最新資訊及連結,讓市民能更快捷地了解議會的動向。
After a face-lifting with a complete restructure of the content, four main themes, namely anti-drink driving, anti-drug driving, cycling safety and pedestrian safety, have been identified and placed in the homepage with attractive icons to draw public attention.
The "What's New" section, which is now aligned on the right-hand side of the homepage, has also been improved to provide the latest information and web links to update the public on the RSC's activities.

While disseminating the most up-to-date road safety messages to the public, the new RSC website will continue to promote road safety with its informative and interesting content.

新網頁經過全新製作,以符合萬維網聯盟(W3C)《無障礙網頁內容指引》(WCAG)2.0 AA級別標準,確保道路安全信息傳能送給所有人,不只包括殘疾人士,亦包括長者、受色盲困擾的人士,以及認知和身體有問題的人士(如有讀寫困難、癲癇病等)。

New Road Safety Council website launched
In addition, the new website conforms to the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.0 Level AA requirements. This is to make sure that the website content is accessible to all, not only for persons with disabilities but also for elderly persons, persons with specific difficulties in reading and writing, and those suffering from colour blindness and epilepsy.

Interested kindergartens may apply for the above support services via the internet from 15 April 2013 to 2 May 2013.
Individual kindergartens will be informed by post of the details for the application together with the login identity and password for the on-line application in due course.
Results of the allocation will be announced in June 2013.

2013 Voter Registration Campaign

二○一三年選民登記運動

二○一三年選民登記運動今日(二○一三年四月一日)展開,合資格而尚未登記為選民的人士,請在二○一三年五月十六日的截止登記日期前登記。
The 2013 Voter Registration campaign was launched today (April 1, 2013). Eligible persons who have yet to register as electors are reminded to sign up before the registration deadline on May 16, 2013.


凡持有身份證明文件、年滿十八歲及通常在香港居住的香港永久性居民,均有資格登記為選民。
Hong Kong permanent residents holding an identity document who have reached the age of 18 years and are ordinarily residing in Hong Kong are eligible to be registered as electors.


已登記的選民無須重新登記,但其住址或其他登記資料如有變更,應盡公民責任,在二○一三年六月二十九日或之前通知選舉事務處
Registered electors are not required to register again, but they are reminded to fulfil their civic responsibility by notifying the Registration and Electoral Office (REO) of any change in residential address or other registration particulars by June 29, 2013.

Those who are not certain of their voter registration status can either call the REO hotline 2891 1001, or check the existing 2012 final register at the REO or the relevant District Offices to ascertain whether they are still registered electors.
