To explain the latest youth drug abuse situation and the skills of identifying and handling the hidden young drug abusers.

Sharing of a rehabilitated drug abuser:
分享從邊緣吸毒青少年返回正軌的經驗及心路歷程。
A rehabilitated drug abuser will share his/her experience on how he/she turned a new leaf from being dependent on psychotropic substances.

《2011/12學生服用藥物情況調查》
保安局禁毒處委託研究機構每三年一度進行學生統計調查,調查目的是為了蒐集本港學生吸毒最新趨勢資料,以及了解學生對毒品的認識及對吸食毒品的態度。
根據《2011/12學生服用藥物情況調查》結果顯示,雖然吸毒學生的人數明顯下降,但同時亦確認有漸趨隱蔽化的趨勢。
因此學校及學校社工必須及早掌握辨識及處理隱蔽青少年吸毒者的技巧,以制訂配合校情的禁毒教育政策。
"2011/12 Survey of Drug Use among Students"
The Narcotics Division of the Security Bureau has commissioned a research organization to conduct a student survey every three years. The objectives of the survey are to obtain the latest drug-taking trend of local students and to understand students’ knowledge of drugs and attitudes towards drug-taking.
According to the results of the “2011/12 Survey of Drug Use among Students”, the number of students who have taken drugs dropped significantly. However, it has affirmed the increasingly hidden nature of youth drug abuse simultaneously.
Therefore, schools and school social workers need to step up efforts in enhancing the skills in early identification and handling the hidden young drug abusers in order to draw up a school-based anti-drug education policy.

School Partnership Scheme in Supporting Students with Special Educational Needs for the 2013/14 and 2014/15 School Years
2013/14和2014/15學年為支援有特殊教育需要學生提供的「學校伙伴計劃」
在 2013/14 和 2014/15 學年,計劃下將有10所資源中心和14所資源學校(包括8所小學及6所中學) 提供支援服務。
資源中心在支援有特殊教育需要的學生方面擁有豐富的教學經驗和專業知識,特別是在照顧智障、肢體傷殘和情緒及行為問題的學生方面,他們會與伙伴學校進行緊密協作,傳授有關的知識/技巧。
資源學校則在採用「全校參與」模式方面擁有豐富的經驗,包括管理與組織、學與教、校風與學生支援等範疇,他們會就推行「全校參與」模式的融合教育和照顧學生的個別學習需要(包括特殊教育需要) 的措施,與伙伴學校分享良好的做法。
In the 2013/14 and 2014/15 school years, 10 Special Schools cum Resource Centres (SSRC) and 14 Resource Schools on Whole School Approach (RS-WSA) (comprising 8 primary and 6 secondary schools) will provide support services under the Scheme.
The SSRC have proficient teaching experience and expertise in supporting students with special educational needs (SEN), particularly those with intellectual disability, physical disability, and emotional and behavioural difficulties. They will work in close collaboration with their partner schools in enabling knowledge/skill transfer.
RS-WSA have proficient experience in adopting the WSA in different domains, including Management and Organization, Learning and Teaching, Student Support and School Ethos. They will share with their partner schools good practices in the implementation of the WSA to integrated education and measures to cater for the individual learning needs of students, including those with SEN.
有意在 2013/14 及/或 2014/15 學年接受校本支援服務的普通學校,必須分別於2013年10月15日及2014年10月15日前,直接與個別的資源中心/資源學校商討支援計劃。
Ordinary schools that are interested in getting school-based support service in the 2013/14 and/or 2014/15 school years should approach individual SSRC or RS-WSA direct to discuss their support plans before 15 October 2013 and 15 October 2014 respectively.

Block Insurance Policy for Public Liability, Employees’ Compensation and Group Personal Accident for 2013/14 and 2014/15 School Years
綜合保險計劃 (公眾責任、僱員補償及團體人身意外) 2013/14及2014/15學年
由2013年9月1日起,中國太平保險(香港)有限公司會承辦綜合保險計劃,而現有計劃亦由該日起終止。
此項為期24個月的新計劃,是教育局為有關學校投購的。承保範圍包括公眾責任、僱員補償及團體人身意外的風險。各項保險的最高保額如下:
China Taiping Insurance (HK) Co. Ltd. will serve as the Insurer for the BIP with effect from 1 September 2013 upon the expiry of the current BIP on the same date.
The new 24-month BIP, arranged by the Education Bureau (EDB) on behalf of the schools concerned, covers public liability, employees’ compensation and group personal accident risks with the following limits of indemnity -

In the interest of the school, teachers and students, all schools are advised to seriously consider the need for obtaining adequate insurance to cover the public liabilities arising from fire, accidents and injuries to students and other persons as well as the employees' compensation as required by the "Employees' Compensation Ordinance".

由於預計在未來數天,本港的空氣污染指數將可能維持在甚高水平(即超過100),本局提醒各學校在本週每個上課日按以下路徑,到環境保護署的網頁查閱當天的空氣污染指數水平。
如上課日的空氣污染指數達到甚高水平,務請各學校按上述通告採取適當的措施。

Attention of Heads of Kindergartens, Primary, Secondary and Special Schools:
Attached please find the link of the Air Pollution Index (API) of Hong Kong today (21 August 2013) issued by the Environmental Protection Department (EPD). Please refer to the Education Bureau Circular No. 9/2010 on “Air Pollution Index” and take appropriate measures.
As it is anticipated that the API would possibly be at the very high level (i.e. over 100) in the coming few days, schools are reminded to follow the path below to check against the API level at EPD’s website each school day of this week.
Should the API reach the very high level on any school day, schools should take the necessary measures as stipulated in the above circular.
Please note that with effect from the next announcement, we will send important messages to schools only through email.
Please be reminded to check your school emails (including the emails of HKEdCity) from time to time to ensure that the relevant messages can be received.

Attached please find the link of the Air Pollution Index (API) of Hong Kong today (21 August 2013) issued by the Environmental Protection Department (EPD). Please refer to the Education Bureau Circular No. 9/2010 on “Air Pollution Index” and take appropriate measures.
As it is anticipated that the API would possibly be at the very high level (i.e. over 100) in the coming few days, schools are reminded to follow the path below to check against the API level at EPD’s website each school day of this week.
Should the API reach the very high level on any school day, schools should take the necessary measures as stipulated in the above circular.
Please note that with effect from the next announcement, we will send important messages to schools only through email.
Please be reminded to check your school emails (including the emails of HKEdCity) from time to time to ensure that the relevant messages can be received.

嗇色園公開招募普通會員
嗇色園(「本園」)為非牟利宗教慈善團體,創於1921年,崇奉道、釋、儒三教,並以黃大仙師寶訓「普濟勸善」為宗旨,積極辦理醫療、教育及安老扶幼等各項慈善事務。
本園屬純乾道為男性道長作修道的道堂。自創立至今九十二年以來,積極弘揚仙師寶訓及推廣各項善業。
是次公開招收普通會員之目的是招募來自社會各界有志於參與黃大仙師弘道及社會公益服務之人士,為本園未來發展及弘道工作奠下更鞏固的基礎。

無聲勝有聲 默站抗暴政
── 反八一一黑暴力行動宣言
早前梁振英到天水圍落區造勢,建制派團體動員大量疑似黑幫人士撐場。他們不斷辱罵及恐嚇反梁示威者,最後甚至演變成暴力襲擊,是為八一一黑暴力事件。暴徒在大量警員眾目睽睽下圍毆示威者,竟可施施然離去;示威者將摺凳擲向地上示威,卻立即遭扣上手銬拘捕。警方執法之雙重標準,令人不禁懷疑,為了對付反梁示威者,黑白二道是否已達成心照不宣的合作關係。
有甚麼政府,便有甚麼執法部門。面對極低民望,梁振英不但無意下台,反指市民不認識政策,視普羅大眾如無法理解政策優劣的愚民。梁振英傲慢自大,侮辱市民智慧,竟至於否定一切反對聲音,實有如向全港市民宣戰。警方只顧保護權貴面子,縱容暴徒打擊反梁聲音,不過是上行下效,一脈相承。
近年愛護香港力量或香港青年關愛協會等團體迅速冒起,專以流氓手段對付反對中共政權的示威者。今次建制派團體更出動疑似黑幫人士,暴力襲擊示威者。面對如此險惡形勢,我們必須沉著應戰,冷靜應付梁振英紅黑政權的步步進逼。面對強大的國家機器,反對聲音力量懸殊,目前只能採取非暴力抗爭的方式,集結更多社會力量。
我們建議梁振英下次落區時,集體靜默抗議,以無聲勝有聲,突顯挺梁集團的暴力橫蠻,將場面推至荒謬的極端。這個「默站」(Standing man)行動,乃參照近月土耳其群眾抗爭。當時一名藝術工作者在伊斯坦堡的塔克席姆廣場上站立八小時,一語不發,直觀前方,靜默抗議土耳其警方粗暴對待示威者。他的行為與武力衝擊形成強烈對比,感染了更多人加入行動。參加土耳其的經驗,我們建議以下做法:
(一)參與民眾穿著白衣,反染「紅」反「黑」幫
(二)不呼喊口號、不高舉大型示威牌、 不帶任何旗幟橫額,但不妨在衣服上標示字句
(三)在會場外以「默站」方式表達不滿,直至梁振英離開
(四)凡遇辱罵或言語挑釁,均不作理會
(五)若遇暴力襲擊或感到不安,可退到後排位置,或暫時離開現場
(六)如體力不足,則改為靜坐抗議,或稍作休息
這是個人自發的集體行動,自己代表自己。凡認同「默站」的市民,均可加入站立行列,一起包圍諮詢會場,共同展現公民抗暴的決心。是次行動可以隨時加入,隨時退出,參與者須互相尊重不同表達方式的自由。
面對強大的獨裁政權,我們手無寸鐵,只能以冷靜和智慧,突顯高牆和雞蛋的懸殊勢力。我們將以非暴力抗爭的方法,感染更多香港人加入我們的陣營。危難當前,只有不畏艱辛,投入抗爭,方能挽救正逐步走向深淵的香港社會。

總括而言,就居於本港「小一學校網」內的申請兒童而言,小一入學統籌辦法的安排將維持不變。
至於居於內地的申請兒童,參加自行分配學位階段及統一派位階段甲部時的安排亦維持不變,但由2014年度開始,我們會修訂他們參加統一派位階段乙部的安排。

按照2012年6月至2013年6月期間綜合消費物價指數的變動,2013/14學年營辦津貼、擴大的營辦津貼及綜合津貼的津貼額會上調 4.1% 。

德累斯頓愛樂樂團
歷史悠久的德國德累斯頓愛樂樂團將於十月首次訪港,聯同聲譽日隆的小提琴家茱莉亞‧費莎舉行兩場音樂會。
The renowned Dresdner Philharmonie, which has a long history spanning more than a century, will visit Hong Kong for the first time in October for two concerts featuring promising violinist Julia Fischer.
音樂會於二○一三年十月二十三及二十四日(星期三及四)晚上八時在香港文化中心音樂廳舉行。
The concerts will be held at 8pm on October 23 and 24, 2013 (Wednesday and Thursday) at the Concert Hall of the Hong Kong Cultural Centre.

德累斯頓愛樂樂團音樂會由康樂及文化事務署主辦,門票分二百元、三百二十元、四百二十元、五百二十元、六百二十元及七百八十元,二○一三年八月九日(星期五)起於各城市電腦售票處、網上及信用卡電話購票熱線發售,設有全日制學生、六十歲或以上高齡人士、殘疾人士及看護人和綜合社會保障援助(綜援)受惠人士半價優惠(全日制學生及綜援受惠人士優惠票先到先得,額滿即止)。
Dresdner Philharmonie to give two concerts in Hong Kong debut with violinist Julia Fischer
The concerts by the Dresdner Philharmonie are presented by the Leisure and Cultural Services Department. Tickets priced at $200, $320, $420, $520, $620 and $780 will be available from August 9, 2013 (Friday) onwards at URBTIX outlets, on the Internet and by telephone credit card booking. Half-price tickets are available for full-time students, senior citizens aged 60 or above, people with disabilities and their minders and Comprehensive Social Security Assistance (CSSA) recipients (limited tickets for full-time students and CSSA recipients available on a first-come, first-served basis).

德累斯頓愛樂樂團成立於一八七○年,曾與樂團合作過的指揮全都是一時俊彥。
上世紀三十年代,樂團在范肯平的帶領下,在國際間聲譽鵲起,也因而吸引到當時的頂尖指揮和樂團合作。
第二次世界大戰後,全賴當時的首席指揮邦格茲多年努力,樂團重建成功。
Founded in 1870, the Dresdner Philharmonie has worked with the most eminent conductors of each historical period since its founding.
The orchestra gained worldwide fame in the 1930s, with much credit going to the leadership of Paul van Kempen. This in turn attracted the great conductors of the time to appear in concert with the Philharmonie.
The work of Heinz Bongartz as principal conductor was essential in rebuilding the Philharmonie in the years following World War II.
二○○三至○四樂季,布戈斯獲委任為首席客席指揮,於一年後當上首席指揮。憑他帥領世界一流樂團的經驗,加上領導力非凡,與樂團成為極合拍的組合,無論是在德累斯頓演出音樂會,抑或外出巡演和為國際權威唱片公司錄音,都成績斐然。
Rafael Frühbeck de Burgos was principal guest conductor for the 2003-04 season and a year later he became principal conductor. His experience conducting the best orchestras in the world and his personal charisma led to a highly successful partnership with the orchestra for concerts performed in Dresden, on tour and in the international music recording industry.
