In particular, KGs’ attention is drawn to the following principles:

(a) No purchase of school items or acceptance of paid services should be compulsory. KGs should inform parents in writing that the acquisition of such items or services is entirely voluntary;

(b) KGs should inform parents in writing the charges, quantity and description of each school item/ paid service to enable parents to make an informed choice for their children;

(c) The items to be sold or the services to be provided should be solely for teaching and learning purposes;

(d) Expenses on regular learning activities for all students as well as items such as students’ handbooks, attainment records, teaching aids, etc., which are necessary for the operation of the school, should be covered by the operating expenses. Parents should not be charged for these items;

(e) No profit should be generated from the sale of textbooks;

(f) Profit from the sale of school items and provision of paid services, if any, should not exceed the profit limit of 15% of the cost price at which they are purchased from the suppliers; and

(g) Proper books of account should be kept which must reflect all sales and purchases and provision of paid services, including any discount or block sum of money received from trading operators/ suppliers.

現時，很多幼稚園都有向學生售賣物品或提供收費服務。幼稚園在提供上述服務時，必須遵守以下規定：
At present, many kindergartens provide sale of school items or other paid services to pupils. Schools should observe the following rules when providing the said services to pupils of the kindergarten:

(甲) 以書面形式通知家長購買物品或採用收費服務純屬自願性質，家長可向外購買物品或不採用幼稚園提供的服務。
(a) Schools should inform parents in writing that the acquisition of such items or the services is entirely voluntary. They can select to procure the items from external sources or decline the offer if they wish to.

(乙) 以書面形式通知家長所售賣物品或提供服務的費用，並需將各單項收費、數量，詳細列明，以便家長選購部份需要的物品或服務。學校亦須給予家長足夠時間考慮是否接受所提供的服務。
(b) Schools should inform parents in writing about the charges of such items or services. The charges, quantity and description of each item should be listed out clearly so that parents can select individual item or service required. Schools should also give parents sufficient time to consider whether or not to accept the services provided.

(丙) 售賣的物品或提供的服務，應與教學活動有直接關係。
(c) The items to be sold or the services to be provided should be solely for teaching and learning purposes.

(丁) 開辦幼稚園所必須的項目，如學生手冊、成績表、教具等的開支應屬營辦費用，不應向家長另外收費。
(d) Items such as students’ handbooks, attainment records, teaching aids etc., which are necessary for the operation of the school, should be covered by the operation expenses. Parents should not be charged for these items.

(戊) 應避免向家長收取整批物品或整學期服務的費用（例如：茶點費），讓家長可在學年中再行購買或繼續採用服務。
(e) Schools should avoid charging parents in one lump-sum for the whole package of items or the services required for the whole school term (for example, refreshment fee) so that parents may choose to replenish the items or retain the services in the middle of the year.

(己) 任何預購物品或預收服務費用，不應早於每年五月收取。
(f) Schools should not collect charges from parents for any goods or services before May of each year.

(庚) 以書面形式通知家長，如學生於學期開學前退學，家長已繳交款項的退回物品或退款安排。
(g) Schools should inform parents in writing of the refund arrangement in case the pupil withdraws from school before the commencement of the new term.

郵遞傳情日 2013

香港郵政今日（二○一三年九月二十六日）宣布將於二○一三年十月九日舉行「郵遞傳情日」。這項活動今年已踏入第十年，目的是宣揚寫信的樂趣，響應世界郵政日。
世界郵政日在每年十月九日舉行，以紀念萬國郵政聯盟於一八七四年十月九日創立。
Hongkong Post announced today (September 26, 2013) that it will run "Love Post Day" on October 9 , 2013 for the 10th year to celebrate the pleasures of letter-writing.
"Love Post Day" is an initiative in support of World Post Day, an annual event to commemorate the establishment of the Universal Postal Union on October 9, 1874.

以個人名義寄給一名收件人，並寫上寄件人和收件人的姓名和本地地址。
Sent by an individual to an individual, and bearing the name and the local address of both the sender and the recipient.

每人可免費投寄一封本地私人信件。
Each person is allowed to post one personal local letter for free.

信封面／明信片須註明「私人信件」及收件人的姓名和地址。
"Personal Letter", together with the recipient's name and address, must be marked on the envelope/postcard.

Profile of Kindergartens and Kindergarten-cum-Child Care Centres 2013

幼稚園及幼稚園暨幼兒中心概覽2013年

概覽涵蓋全港約970間幼稚園及幼稚園暨幼兒中心的資料，包括在二○一三／一四學年參加學前教育學券計劃的幼稚園名單，以及各幼稚園在二○一三／一四學年的最新核准學費等。
如幼稚園已參加學券計劃，概覽亦會顯示學校在兌換學券後的核准學費。
The Profile covers information on about 970 kindergartens and kindergarten-cum-child care centres, including the list of kindergartens joining the Pre-primary Education Voucher Scheme (PEVS) in the 2013/14 school year. The Profile also shows the approved school fees of kindergartens for the 2013/14 school year.
For kindergartens joining the PEVS, their approved school fees after the redemption of vouchers are also shown.

概覽同時登載各幼稚園的校長及教師人數和有關學歷、學生人數、師生比例、課程資料及主要代辦項目參考價目等。
所有參加學券計劃的幼稚園亦須同時公開主要開支範圍的支出比例。
other information includes the number of teaching staff, professional qualifications of the principal and teachers, enrolment, teacher-to-pupil ratio and curriculum details, as well as the reference price of major school items.
All kindergartens joining the PEVS are required to disclose information on the application of funds to various expenditure areas.

所有參加學券計劃的幼稚園均須接受質素評核，以確保質素。
概覽會顯示已完成質素評核的幼稚園是否已能達到指定標準的資料，並提供連結至已上載的評核報告。
All kindergartens joining the PEVS are required to undergo the Quality Review (QR) for quality assurance purposes.
For those kindergartens that have completed the QR process, information on whether they have met the prescribed standards is indicated in the Profile and the QR Report is accessible through the linkage provided.

一九九七年十月，行政長官在施政報告中宣布設立優質教育基金(下稱基金)，用以資助各項有助推動香港優質教育的計劃。設立基金是《教育統籌委員會第七號報告書》的主要建議之一。
基金獲得政府撥款50億元，在一九九八年一月二日正式設立，為教學界所提出有意義的計劃，提供有效的資助安排。
基金主要資助屬於基礎教育範圍內(即幼稚園、小學、中學及特殊教育)值得推行的非牟利創新計劃。

Schools are requested to forward two copies of each of the following timetables for the 2013/14 school year to their respective Senior School Development Officers on or before 3 October 2013 :

(a) 2013/14學年各班的上課時間表兩份，表上須註明每節課的上課及下課時間、所教授的科目，以及教師的姓名和代號；及
    timetable of each class, which should state the time at which each period starts and finishes, the subject taught in each period with the teacher’s name and initials; and

(b) 2013/14學年各教師的個人授課時間表兩份，表上須註明每節課的上課及下課時間、所教授的科目及每科的節數。
    timetable of each teacher, which should state the time at which each period starts and finishes, the subject taught in each period and the number of periods for each subject taught by the teacher.

學校須向教育局呈報截至2013年9月16日每班取錄的男生和女生人數。

《檢控守則》 Prosecution Code

《檢控守則》旨在：
The Prosecution Code seeks to:

a. 促進檢控工作貫徹一致，杜絕不同案件出現不必要的不當差異；
   promote consistency in prosecution practice, eliminating unwarranted disparity between cases;

b. 提倡規律有序，避免墨守成規；
   promote regularity, without regimentation;

c. 利便在恪守原則之餘又能靈活地行使酌情權；
   facilitate the exercise of discretion in a flexible and principled manner;

d. 確保有效持平地履行檢控責任；
   ensure the fair and effective exercise of prosecutorial responsibility;

e. 令社會人士及被告有信心，確信每宗案件都會按理據，以理智和客觀態度作出檢控決定；
   promote confidence in the community and with accused persons that decisions will be made rationally and objectively on the merits of each case;

f. 為檢控人員提供參考基準和指引；
   provide reference points and guidance for prosecutors;

g. 協助培訓檢控人員；
   assist in training prosecutors;

h. 確保檢控人員為檢控決定承擔責任；
   ensure the accountability of prosecution decision making;

i. 加深各機關之間瞭解，令合作更協調暢順；
   enhance understanding between agencies and therefore better coordination;

j. 讓市民知悉現行程序和應用標準；
   inform the public of the processes and standards being applied;

k. 向國際社會展示香港的應用標準和原則。

律政司發表《檢控守則》
律政司今日（二○一三年九月七日）發表《檢控守則2013》，取代二○○九年發布的《檢控政策及常規》。
除採用新的名稱外，《檢控守則》亦大幅更新前指引的內容，令文件的實質內容、表述方式以至行文均與時並進。

New Prosecution Code released
The Department of Justice today (September 7, 2013) released the Prosecution Code 2013, which replaces The Statement of Prosecution Policy and Practice – Code for Prosecutors published in 2009.
Apart from bearing a new title, the Prosecution Code substantially revises the contents of the previous statement, modernising it in terms of substance, presentation as well as language.

Education Bureau Circular Memorandum No. 111/2013 The Value-added Information

學業增值資料

教育局現已完成對增值模型的檢視，並因應新學制的推行優化增值模型及更新「學校增值資料系統」。
為配合學校自評的需要，本局將於二零一三年十月透過更新的「學校增值資料系統」發放二零一二年及二零一三年學業增值資料。
一如既往，學校應參考增值資料進行自評，以促進學校不斷完善。
學校不應利用增值資料作宣傳用途，並須遵守現有的使用協議。

The Education Bureau (EDB) has now completed the review of the Value-added (VA) model. In tandem with the implementation of the New Academic Structure (NAS), EDB has also refined the VA model and revamped the Schools Value-added Information System (SVAIS).
To meet school self-evaluation needs, EDB is set to release the VA information of 2012 and 2013 through the revamped SVAIS in October 2013.
As usual, schools should conduct self-evaluation, with reference to the VA information, to facilitate school continuous improvement.
Schools should not release the VA information to the public for publicity purposes and they should observe the existing protocol in using the VA information.

因應新學制的推行及香港中學文憑考試的開展，教育局檢視了增值模型及「學校增值資料系統」。在檢視的過程中，教育局曾徵詢專家學者及學校的意見，以檢視增值模型在新學制之下的適用性。
由二零一三年起，本局將會為學校提供香港中學文憑考試的增值資料。

Education Bureau Circular Memorandum No. 111/2013  The Value-added Information
Subsequent to the implementation of the NAS and the introduction of Hong Kong Diploma of Secondary Education (HKDSE) Examination, EDB has reviewed the VA model and the SVAIS. In the course of the reviewing, EDB sought advice from academic experts and schools to review the applicability of the VA model in the NAS.
EDB will provide schools with the VA information for the HKDSE Examination starting from 2013.

學校增值資料系統 Schools Value-added Information System (SVAIS)
教育局致力支援學校運用數據和實證進行自評，並配合學校的需要，為學校提供不同的評估工具和數據。
學業增值資料是其中一項本局提供的數據，結合其他校本數據一併使用，有助學校清楚掌握學生的學業表現。
教育局自二零零三年起透過「學校增值資料系統」向學校發放學業增值資料，並已廣為學校採用。
EDB is committed to supporting schools to make use of data and evidence to conduct self-evaluation. In this regard, EDB also provides schools with different evaluation tools and data to meet their needs.
The VA information is one of the sources of data provided by EDB. In conjunction with other school-based data, it can facilitate schools to understand more clearly the academic performance of students.
EDB has been providing schools with the VA information through SVAIS since 2003 and it has been widely used by schools.

This Guide is applicable to aided schools.

內文所指的「校董會」涵蓋「法團校董會」。
The term “School Management Committee” (SMC) in this Guide covers the incorporated management committee (IMC).

學校須同時參考《教育條例》、《教育規例》、《資助則例》及香港相關法例。
Schools should also make reference to the Education Ordinance, Education Regulations, Codes of Aid and the relevant legislations in Hong Kong.

設有「法團校董會」的資助學校須同時參考《學校行政手冊補編》。
Aided IMC schools should read this Guide in conjunction with the “Supplement to the School Administration Guide”.

Good Time (Owl City and Carly Rae Jepsen song) - Wikipedia
"Good Time" is a song by American electronica band Owl City and Canadian artist Carly Rae Jepsen.
It was released as the lead single from Owl City's album The Midsummer Station and was used as second single from Jepsen's second studio album Kiss.
"Good Time" was written by Matt Thiessen, Brian Lee and Adam Young, of Owl City.
The song received generally positive reviews from music critics, with critics describing it as a "summer anthem".

政府資訊科技總監辦公室與平等機會委員會合辦的「無障礙網頁嘉許計劃」，由今日（二○一三年九月二日）起至二○一三年十二月三十一日接受報名。

「無障礙網頁嘉許計劃」接受報名
政府於二○一二年十月首次舉辦「無障礙網頁嘉許計劃」，以表揚企業和機構在其網站採用無障礙設計，方便社會各界，包括殘疾人士，獲取網上資訊和使用網上服務。
嘉許計劃歡迎所有本地企業和機構、非政府機構、學界和半政府機構參加。頒獎典禮將於二○一四年四月舉行。

Web Accessibility Recognition Scheme opens for application
First launched in October 2012, the recognition scheme is jointly organised by the Office of the Government Chief Information Officer (OGCIO) and the Equal Opportunities Commission to show appreciation to enterprises and organisations which have made their websites accessible for all segments of the community, including persons with disabilities.
The recognition scheme is open to all local enterprises and organisations, non-governmental organisations, academia and quasi-government organisations. The awards presentation ceremony will be held in April 2014.

Primary School Profiles 2013

小學概覽2013

家庭與學校合作事宜委員會（家校會）將於星期三（二○一三年九月四日）在互聯網上發布《小學概覽2013》（中文及英文版）；
中文版的印刷本同時由全港幼稚園及幼稚園暨幼兒中心，派發給本學年就讀高班學生的家長。
The Committee on Home-School Co-operation (CHSC) will upload the e-version (in Chinese and English) of Primary School Profiles 2013 on Wednesday (September 4, 2013).
The printed version (in Chinese) will be delivered to kindergartens and kindergarten-cum-child care centres for distribution to parents with children at the K3 level of the current school year.

Primary School Profiles (mobile version)

《小學概覽》所有資料均由學校提供，顯示本年四月的情況。
《小學概覽》共輯錄五百多所小學的基本資料，包括學校設施、教師資料、班級結構、學習評估、學習生活、課外活動、辦學宗旨及學校特色等。
Primary School Profiles 2013 contain information provided by individual schools showing the position as at April 2013.
The profiles provide basic information on more than 500 local primary schools, covering school facilities, teaching staff information, class structure, performance assessment, school life, extra-curricular activities, school mission and school characteristics.


《小學概覽2013》出版
各區民政事務處、公共圖書館、教育局區域教育服務處及教育局中央資源中心亦備有概覽印刷本，供市民查閱。
如有查詢，請聯絡教育局各區域教育服務處（港島區： 2863 4646 ，九龍區： 3698 4108 ，新界東區： 2639 4876 ，新界西區： 2437 7272 ），或家校會秘書處： 3698 4376 。

Release of Primary School Profiles 2013
Copies of the printed version will be available for public reference at District Offices, public libraries, Regional Education Offices and the Education Bureau's Central Resources Centre.
For enquiries about the profiles, please call the Education Bureau's Regional Education Offices (Hong Kong: 2863 4646; Kowloon: 3698 4108; New Territories East: 2639 4876; and New Territories West: 2437 7272) or the CHSC secretariat at 3698 4376.


小一入學申請表格於星期三派發
所有在二○○八年十二月三十一日或以前出生的本港兒童，如尚未入讀小學及從未曾獲派小一學位，均可申請參加二○一四年九月入學的小一入學統籌辦法。
家長如欲為子女申請某一所官立或資助小學的「小一入學」自行分配學位，可將填妥的申請表格，連同有關的證明文件，在二○一三年九月二十三日至二十七日期間的學校辦公時間內直接交回該校。
如家長只準備為其子女申請「小一入學」統一派位，可於二○一三年九月二十三日至二○一四年一月十七日期間，將填妥的申請表及有關證明文件交回灣仔皇后大道東269號呂祺教育服務中心2字樓教育局學位分配組（小一入學）。

Application forms for Primary One Admission available on Wednesday
All Hong Kong children born on or before December 31, 2008, are eligible to join the Primary One Admission (POA) System for admission to Primary One (P1) in September 2014 provided they have not attended any primary schools and have never been allocated a P1 place.
Parents wishing to apply for a POA discretionary place at a government or aided primary school should submit the completed application form together with all supporting documents directly to the school during school office hours between September 23 and 27, 2013.
If parents are applying only for the POA Central Allocation, they may return the completed application forms with supporting documents during the period from September 23, 2013, to January 17, 2014, to the EDB's School Places Allocation Section at 2/F, Lui Kee Education Services Centre, 269 Queen's Road East, Wan Chai.
