「健康使用互聯網」中學教材套
電影、報刊及物品管理辦事處製作「健康使用互聯網」中學教材套的目的,是要輔助青少年善用互聯網,學習分辨及採納健康良好的資訊,同時拒絕含有淫褻、不雅及暴力成分的內容,保持身心健康。
The purposes of the "Healthy Use of the Internet - Educational Kit for Secondary Schools" developed by Office for Film, Newspaper and Article Administration (OFNAA) are to educate the youngsters to make good use of the Internet, to identify healthy information in the web and to stay away from materials that contain obscene, indecent or violent contents, in order to maintain a healthy mind.
「健康使用互聯網」中學教材套的主要教學對象為中一至中三的學生;
而視乎需要,學校亦可以揀選適當的內容以教授較高年級的學生。
The educational kit is designed for secondary one to three students.
Depending on their needs, schools can also select appropriate contents of the educational kit to teach students of the senior forms.

本條例旨在管制內容屬於或含有淫褻或不雅資料(包括暴力、腐化或可厭的資料)的物品,設立審裁處以裁定物品是否淫褻或不雅,或裁定公開展示的事物是否不雅,以及將物品評定為屬淫褻、不雅或非淫褻亦非不雅的類別,並為附帶事宜訂定條文。
To control articles which consist of or contain material that is obscene or indecent (including material that is violent, depraved or repulsive), to establish tribunals to determine whether an article is obscene or indecent, or whether matter publicly displayed is indecent, and to classify articles as obscene or indecent or neither obscene nor indecent, and for matters incidental thereto.

Survey on Senior Secondary Subject Information 2013/14 School Year
2013/14 學年高中科目資料調查
新學制由2009年9月在中四開始推行,這個重要的改革,對整個香港教育制度帶來了深遠的影響。
有鑑於此,本局在2009/10學年展開了高中科目資料調查(前稱「新高中科目資料調查」)(調查),追蹤高中課程的推行情況。
The NAS has been implemented at S4 in September 2009. This major reform has far-reaching impacts on the education system of Hong Kong.
In view of the magnitude of this reform, the Survey on SS Subject Information (formerly known as “Survey on New Senior Secondary (NSS) Subject Information”) (the Survey) had been implemented since the 2009/10 school year, to track the implementation of the SS curriculum.
這已是本局第五次進行同類調查。
以往四年所得的結果,為本局及其他持份者在規畫新學制時提供寶貴的參考資料,例如︰課時、科目組合,及修讀選修科目的情況等資料均在檢討高中課程及評估時極具參考價值。
This year’s Survey is the fifth of the series.
Information collected from the Survey in the past four years had proven to be valuable for the EDB’s and other stakeholders’ planning for the NAS. For example, information on lesson time, subject combination, and patterns in elective subject taking have been extremely useful data that helped inform the on-going review of the SS curriculum and assessment.
第一部分收集學校層面的資料,透過網上調查收集學校開辦高中科目及選修單元的資料,以及新任高中科目教師的人數;學校須於2013年10月29日或以前向本局遞交第一部分資料。
Part I collects school-level information, through an Online Survey, on the SS subjects and elective modules offered, and the number of teachers newly deployed to teach SS subjects. Schools are requested to submit the information to the EDB on or before 29 October 2013.
第二部分收集學生層面的資料,透過網上學校行政及管理系統(網上校管系統)收集個別學生修讀高中科目的資料;學校須於2013年11月12日或以前向本局遞交第二部分資料。
Part II collects student-level information, through data extraction from the Web-based School Administration and Management System (WebSAMS), on the SS subjects taken by individual students. Schools are requested to submit the information to the EDB on or before 12 November 2013.

處理校本評核抄襲的修訂程序與指引
Revised Procedures and Guidelines for Handling Plagiarism in School-based Assessment (SBA)
因應2013年香港中學文憑考試(文憑試)處理校本評核抄襲個案的經驗,並考慮學界的意見,香港考試及評核局(考評局)公開考試委員會通過修訂處理校本評核抄襲個案的程序及指引,並於2014年文憑試起推行,詳情如下:
In light of the experience and feedback from handling the SBA plagiarism cases in 2013 Hong Kong Diploma of Secondary Education (HKDSE) Examination, the Public Examinations Board (PEB) of the Hong Kong Examinations and Assessment Authority (HKEAA) recently approved the revised procedures and guidelines for handling plagiarism cases in SBA. The improvement measures will be implemented in the 2014 HKDSE Examination and beyond.
Details are as follows:
1. 為確保對所有校本評核抄襲個案一視同仁,無論由學校或考評局發現的抄襲個案均以統一的準則處理。學校須向考評局報告嚴重的抄襲個案,以作跟進。
公開考試委員會將檢視相關資料與證據,並按照處理考試異常事件指引,懲處已核實抄襲的考生,罰則包括:
To ensure that a unified approach is adopted in the handling of all plagiarism cases, whether they are identified in schools or by the HKEAA, serious plagiarism cases (P cases) identified by the schools should be reported to the HKEAA for follow up.
The PEB will review all the information and evidence and decide on the penalty to be imposed in accordance with its guidelines on handling examination irregularities. The levels of penalty to be imposed for proven P cases are as follows:
(a) 有關的校本評核課業給予零分,而該科的成績亦會被降低一個等級;
Zero marks will be given to the SBA task concerned. In addition, a penalty of downgrade by one level will be imposed in the subject.
(b) 對於極嚴重的抄襲個案,如考生被揭發多次抄襲,或會被取消有關科目,甚至全部科目的考試成績。
For extreme cases, e.g. repeated offence of plagiarism, candidates may be subject to disqualification from the subject(s) concerned or the whole examination.
2. 至於較輕微的抄襲個案則由學校處理,不需轉交考評局跟進,但校方須保留有關記錄。
學校可根據校規、《校本評核學校領導人手冊》及《校本評核教師手冊》所載的指引,對核實個案作出以下的懲處:
Other less serious plagiarism cases are to be handled at school level. Schools need not report these cases to the HKEAA but should keep a proper record.
Schools may impose penalties to proven cases in accordance with the school regulations and the HKEAA guidelines as stipulated in the SBA School Leaders’ and Teachers’ Handbooks. This may include:
(a) 向學生發出警告信;
issuing a warning letter to the student;
(b) 扣減有關課業得分;
deducting marks for the task concerned; and
(c) 將有關課業評為零分。
awarding zero marks for the task concerned.
3. 按目前校本評核要求,考生須就每個科目簽署校本評核學生聲明表格,以確定有關的校本評核課業均是其本人作品。
為讓學生及早明瞭學術誠信的重要性,以及精簡學校處理學生聲明的程序,學校只須在進行校本評核期間的每一學年開始時,要求學生就所有科目的校本評核簽署一份聲明表格,承諾所有校本評核課業均為其作品,並同意誠實守規地完成各科的校本評核。
Under the existing SBA procedures, students are required to sign a declaration form for individual subjects to confirm that the SBA assignments they completed are their own work.
In order to strengthen the message about proper conduct of SBA to students and to streamline the process, schools should request all students to complete and sign a declaration form, at the beginning of each school year in which SBA is undertaken, to declare that the SBA tasks for all subjects to be completed will be their own work and to agree to adhere to a code of honour in completing the SBA for all subjects.

In light of the experience from handling the SBA plagiarism cases in 2013 HKDSE Examination, the Public Examinations Board of the HKEAA recently approved the revised procedures and guidelines for handling plagiarism cases in SBA. The improvement measures will be implemented in the 2014 HKDSE Examination and beyond.

因應2013年香港中學文憑考試(文憑試)處理校本評核抄襲個案的經驗,並考慮學界的意見,香港考試及評核局(考評局)公開考試委員會通過修訂處理校本評核抄襲個案的程序及指引,並於2014年文憑試起推行,詳情如下:
In light of the experience and feedback from handling the SBA plagiarism cases in 2013 Hong Kong Diploma of Secondary Education (HKDSE) Examination, the Public Examinations Board (PEB) of the Hong Kong Examinations and Assessment Authority (HKEAA) recently approved the revised procedures and guidelines for handling plagiarism cases in SBA. The improvement measures will be implemented in the 2014 HKDSE Examination and beyond.
Details are as follows:
1. 為確保對所有校本評核抄襲個案一視同仁,無論由學校或考評局發現的抄襲個案均以統一的準則處理。學校須向考評局報告嚴重的抄襲個案,以作跟進。
公開考試委員會將檢視相關資料與證據,並按照處理考試異常事件指引,懲處已核實抄襲的考生,罰則包括:
To ensure that a unified approach is adopted in the handling of all plagiarism cases, whether they are identified in schools or by the HKEAA, serious plagiarism cases (P cases) identified by the schools should be reported to the HKEAA for follow up.
The PEB will review all the information and evidence and decide on the penalty to be imposed in accordance with its guidelines on handling examination irregularities. The levels of penalty to be imposed for proven P cases are as follows:
(a) 有關的校本評核課業給予零分,而該科的成績亦會被降低一個等級;
Zero marks will be given to the SBA task concerned. In addition, a penalty of downgrade by one level will be imposed in the subject.
(b) 對於極嚴重的抄襲個案,如考生被揭發多次抄襲,或會被取消有關科目,甚至全部科目的考試成績。
For extreme cases, e.g. repeated offence of plagiarism, candidates may be subject to disqualification from the subject(s) concerned or the whole examination.
2. 至於較輕微的抄襲個案則由學校處理,不需轉交考評局跟進,但校方須保留有關記錄。
學校可根據校規、《校本評核學校領導人手冊》及《校本評核教師手冊》所載的指引,對核實個案作出以下的懲處:
Other less serious plagiarism cases are to be handled at school level. Schools need not report these cases to the HKEAA but should keep a proper record.
Schools may impose penalties to proven cases in accordance with the school regulations and the HKEAA guidelines as stipulated in the SBA School Leaders’ and Teachers’ Handbooks. This may include:
(a) 向學生發出警告信;
issuing a warning letter to the student;
(b) 扣減有關課業得分;
deducting marks for the task concerned; and
(c) 將有關課業評為零分。
awarding zero marks for the task concerned.
3. 按目前校本評核要求,考生須就每個科目簽署校本評核學生聲明表格,以確定有關的校本評核課業均是其本人作品。
為讓學生及早明瞭學術誠信的重要性,以及精簡學校處理學生聲明的程序,學校只須在進行校本評核期間的每一學年開始時,要求學生就所有科目的校本評核簽署一份聲明表格,承諾所有校本評核課業均為其作品,並同意誠實守規地完成各科的校本評核。
Under the existing SBA procedures, students are required to sign a declaration form for individual subjects to confirm that the SBA assignments they completed are their own work.
In order to strengthen the message about proper conduct of SBA to students and to streamline the process, schools should request all students to complete and sign a declaration form, at the beginning of each school year in which SBA is undertaken, to declare that the SBA tasks for all subjects to be completed will be their own work and to agree to adhere to a code of honour in completing the SBA for all subjects.

New Academic Structure Review (Medium-term) launched
開展新學制中期檢討
教育局今日(二○一三年十月十一日)公布,繼二○一二/一三學年的新學制檢討,以及四月發布的進展報告《新高中學習旅程--穩步邁進》後,教育局、課程發展議會與香港考試及評核局(考評局)已共同展開新學制中期檢討,以跟進持份者對報告的意見。
The Education Bureau (EDB) today (October 11, 2013) announced that following the New Academic Structure (NAS) review in the 2012/13 school year and the release of the progress report "The New Senior Secondary Learning Journey - Moving Forward to Excel" in April, the EDB, the Curriculum Development Council (CDC) and the Hong Kong Examinations and Assessment Authority (HKEAA) have jointly launched the NAS Review (Medium-term) to follow up on stakeholders' feedback on the Report.
新學制檢討是一個持續的過程,能推動新學制和新高中政策的實施以促進學生學習。
The NAS review is an ongoing process to facilitate the continual implementation of the NAS/NSS policy for the betterment of student learning.
中期檢討的目的包括︰
The objectives of the medium-term review are to:
(1) 跟進新學制檢討進展報告公布後蒐集得到的主要回饋;
follow up on the major feedback on the Report;
(2) 回應不同科目及課程範疇尚待解決的議題,有關議題需時蒐集資料,及對政策作出更全面和宏觀的檢視(詳情請參閱附錄);
address the unresolved issues in various subjects and curriculum areas which require a longer time and a more holistic/macro-approach to the policy (please see details in the Appendix);
(3) 持續地就各個科目的課程及評估作出定期檢討;及
sustain the regular review of the curriculum and assessment of all subjects; and
(4) 參考檢討過程中所得的量性數據和質性資料及回饋,進一步微調檢討的建議。
further fine-tune the recommendations with reference to qualitative and quantitative data as well as feedback collected throughout the process.
在中期檢討階段,我們將繼續依循短期檢討的原則,並特別重視以下各項︰
While the principles for the short-term review would continue to be observed, the following major governing principles should also be emphasized in the medium-term review:

中期階段的建議預計將分兩次於二○一四年七月和二○一五年七月公布,並於二○一四/一五或二○一五/一六學年的中四開始實施,即分別於二○一七或二○一八年的香港中學文憑考試生效,及早讓學生與學校受惠。
同時,教育局會透過不同渠道,包括專業發展課程、研討會、報告書和刊物,繼續與持份者分享良好實踐經驗、調查結果及觀察所得。
Recommendations for the medium-term stage are expected to be announced in two batches in July 2014 and July 2015 for teaching at Secondary 4 in the 2014/15 school year or 2015/16 school year leading to the 2017 or 2018 HKDSE Examination respectively to benefit students and schools at the earliest possible time.
Meanwhile, the EDB will continue to share good practices, findings and observations with stakeholders through different channels including professional development programmes, seminars, reports and publications

School Promotion Programme on "Know More about Government Service"
「政府服務知多點-校園推廣計劃」
為協助學生更了解政府所提供的服務,公務員事務局及教育局與「2013年公務員優質服務獎勵計劃」得獎部門攜手合辦 School Promotion Programme on “Know More about Government Service”「政府服務知多點-校園推廣計劃」。
有關計劃將於2013-14學年,舉辦連串教育活動,包括到學校舉行講座、展覽及參觀政府設施。
現誠邀貴校報名參加。
To facilitate students to gain a broader understanding of services provided by the Government, the Civil Service Bureau and the Education Bureau partner with the award-winning departments of the Civil Service Outstanding Service Award Scheme 2013 to organize The School Promotion Programme on “Know More about Government Service”「政府服務知多點-校園推廣計劃」(The Programme).
The Programme provides a series of educational events for the school community in the School Year of 2013-14. Events include talks in school, exhibitions, and visits to government facilities.
Your school is invited to join the event(s) of the Programme.
煩請貴校於2013年10月18日或之前,把填妥的參加表格及活動優先次序表,以電郵提交給教育局升學輔導組 [電郵地址: enquiry_cgt@edb.gov.hk ]。
報名以先到先得方式取錄。本局亦會因應學校提供的活動優先次序及報名情況,決定各報名學校的總參與場次。
Please return the completed enrolment forms and school priority form to the Career Guidance Team of the Education Bureau by email at enquiry_cgt@edb.gov.hk on or before 18 October 2013.

(One CD-ROM containing the PDF files of the reports is included)
Please return the completed order form, together with the required fees (by cash or by cheques made payable to “Hong Kong Examinations and Assessment Authority”), to the HKEAA Southorn Centre office (Address: 12/F, Southorn Centre, 130 Hennessy Road, Wan Chai) on or before 25 October 2013.
If the order form and payment from your school are received on or before the above deadline, we will provide the softcopy of the Reports (i.e. the CD ROM) in mid-November 2013 and the printed copies of the Reports in mid-December 2013.
However, if your school order is submitted after the deadline, the delivery date of the Reports will be postponed correspondingly.
Please also note that we may not be able to provide the printed copies of the Reports if the order is received too late.
