微調「一條龍」辦學模式行政措施
Refinement of Administrative Measures of the through-train (TT) Mode


1. 提供額外支援及資源予每個「一條龍」學校組別,以作「一條龍」協調工作。
   Providing additional support and resources for each TT school-unit for TT coordination work.

2. 如「一條龍」中學及小學均希望促進兩者之間相同抱負及使命的建立及分享,以邁進「一條龍」的目標,應准許「一條龍」學校組別註冊為一間學校(只有一個法團校董會)。
   Allowing TT school-units to register as one school (with single Incorporated Management Committee) if they so wish to facilitate the forming and sharing of common vision and mission by the two sections towards the goal of TT.

3. 准許「一條龍」學校組別保留一個單一戶口,讓中學及小學之間的經費能靈活運用。
   Allowing TT school-units to keep a single account for schools to facilitate deployment of funds across primary and secondary levels.

4. 准許「一條龍」學校組別委任其中一位校長(小學(部)或中學(部))為兩者之間的協調校長。
   Allowing one of the school heads in a TT school-unit (either in the primary or secondary school/ section) to be designated as Coordinating Principal.

5. 准許「一條龍」學校組別的中學及小學各安排一位資深教師為「一條龍」協調負責人。
   Allowing TT school-units to appoint one senior teacher from each of the secondary and primary schools as TT Coordinators.

6. 進一步加強教學交流,以促進「一條龍」辦學模式下連繫學校教師之間的協作及互相增進。
   Further institutionalising cross-teaching arrangement to facilitate collaboration and cross-fertilisation of teachers in the linked schools under the TT mode.

7. 准許「一條龍」學校要求成績欠佳的小六學生留級。如在小學階段的留級安排並不奏效,或有關學生的操行在多次輔導支援/忠告/警告後仍未如理想,連繫中學應獲准視之為特殊個案而不接納該學生升讀中一,亦應同時安排有關學生參加中學學位分配辦法。
   Allowing TT schools to ask non-performing P6 students to repeat; if repetition in the primary level does not work or if a student’s conduct is deemed to be unsatisfactory after repeated remedial support/ advice/ warnings, the linked secondary school should be allowed, as an exceptional case, not to accept the student into S1, and at the same time should arrange for the student concerned to participate in the Secondary School Places Allocation (SSPA).

8. 增加「一條龍」中學在中學學位分配辦法下收取外校生的自主權。
   Increasing the autonomy of TT secondary schools in admitting outsiders under the SSPA system.

9. 保留及微調直屬/聯繫學校制度,包括要求學校盡用85%/25%保留配額,取錄其連繫小學的小六畢業生。
   Retaining feeder/ nominated school systems with some fine-tuning, including requiring the schools to fully utilise the 85%/ 25% reserved quota to admit P6 graduates from their linked primary schools.

10. 透過為清貧學生設立學費減免/獎學金計劃,提高學生入讀私立直屬小學的機會。
    Increasing accessibility of students to private feeder primary schools through setting up a fee remission/ scholarship scheme for the needy students.

11. 為校內自我評估及校外評核發展一個質素保證架構及機制。
    Developing a quality assurance framework and system for both internal self-evaluation and external review.

12. 為「一條龍」學校之間安排經驗交流。
    Arranging experience sharing among TT schools.

13. 為校長及教師提供持續專業發展活動,尤其在課程發展方面。
    Providing continuous support for professional development, in particular in respect of curriculum development, for principals and teachers.

職權範圍
1. 督導和監察就「一條龍」辦學模式進行的研究;以及
2. 就實施「一條龍」辦學模式的未來路向,向教育局常任秘書長提供建議。
