Test Schedule for Pre-Secondary One Hong Kong Attainment Test 2014

2014年中一入學前香港科測驗日期

學校須於中學位分配結果公布及中一註冊後的星期二施行中一入學前香港科測驗。
2014年中一入學前香港科測驗暫定於2014年7月15日舉行。
Schools are requs are required to administer the Pre-S1 HKAT 2014 on the first Tuesday after the release of the SSPA results and Secondary One registration.
The Pre-S1 HKAT 2014 is tentatively scheduled for 15 July 2014.

中一入學前香港學科測驗是讓中學評估中一新生在文、英文和數學三科的表現,以便安排有關「拔尖保底」的措施。

The Pre-S1 HKAT facilitates secondary schools to assess the performance of their Secondary One entrants in Chinese Language, English Language and Mathematics for planning enhancement/support measures.


由2006年開始,中一入學前香港科測驗的抽樣成績用作經修訂的中學位分配辦法的調整工具,以調整來屆升讀中一的小六學生在小的校內成績。
Starting from 2006, the sampled result of the Pre-S1 HKAT have been used as the scaling tool in the revised Secondary School Places Allocation (SSPA) System to scale the internal assessment results of the coming cohort Primary Six students proceeding to Secondary One.

於2014年進行的「中一入學前測驗」將在2015年中學學位分配辦法中用作調整工具。
The pre-S1 HKAT administered in 2014 will be used as a scaling instrument for 2015 SSPA.

於2016年進行的「中一入學前測驗」將在2017年中學學位分配辦法中用作調整工具。
The pre-S1 HKAT administered in 2016 will be used as a scaling instrument for 2017 SSPA.

於2018年進行的「中一入學前測驗」將在2019年中學學位分配辦法中用作調整工具。

Arrangements for Pre-Secondary One Hong Kong Attainment Test 2013 (Optional)

2013年中一入學前香港學科測驗(可供選用)的安排

2013年中一入學前測驗將於2013年7月16日早上施行。
Pre-Secondary One Hong Kong Attainment Test 2013 will be administered in the morning of 16 July 2013.

選擇施行該測驗的學校必須於上述日期按指定的時間,並依數學、英文和中文的次序施行測驗。
Schools opting for administering the Test must conduct the Test for the three subjects on 16 July 2013 at the specified time in order of Mathematics, English and Chinese.


第一科(數學科)於上午9時開始、
第二科(英文)於上午10時20分開始,
第三科(中文)則於上午11時40分開始。
The first paper (Mathematics) will start at 9:00 am,
the second paper (English) at 10:20 am;
and the third paper (Chinese) at 11:40 am.



教育局通函第52/2013號 2013年中一入學前香港科測驗(可供選用)的安排
由於今年各中學可自由選擇是否施行中一入學前測驗,因此所有中學均須確認是否施行該測驗。

惜食香港運動的目的:
The objectives of the Food Wise Hong Kong Campaign are to :

1. 推動社區關注香港廚餘管理的問題
   Promote awareness of the community on the waste management problems in Hong Kong;

2. 協調政府部門及公共機構以身作則減少廚餘
   Coordinate efforts within the Government and public institutions to lead by example in food waste reduction;

3. 鼓勵在個人及家居層面改變生活習慣以減少廚餘
   Instill behavioural changes in the community at individual and household levels that will help reduce food waste generation;

4. 在工商業界訂立和推廣減少廚餘的良好工作守則
   Draw up and promote good practices on food waste reduction of commercial and industrial establishments;

5. 鼓勵各界參與並分享減少廚餘的良好作業守則
   Encourage leadership in the commercial, industrial and community sectors to take action and share best practices; and

6. 促進商戶向慈善機構捐贈剩餘食物
   Facilitate food donation between the establishments with surplus food with charitable organizations in the community.

「惜食香港」是在全港推行以減少廚餘的運動,今日(二○一三年五月十八日)正式啟動,旨在鼓勵整個社會,包括個人及家庭以至工商業界,避免及減少產生廚餘。

The Food Wise Hong Kong Campaign, a territory-wide food waste reduction campaign, was officially launched today (May 18, 2013) to encourage the entire community, from individuals and households to commercial and industrial sectors, to avoid and reduce food waste generation in Hong Kong.

在香港現行的學校體制下,中學、小學及特殊學校的副校長和助理校長被視為校長的左右手,襄助校長擔當課程與教學領導、行政領導的角色。

隨著教育改革的深化,他們的職務愈趨複雜,愈具挑戰。有見及此,一群志同道合的副校長和助理校長在眾多教育界前輩的支持下,於2012年9月創立了 「香港副校長會」(Hong Kong Association of Deputy Principals, HKADP)。

本會期望透過此平台凝聚力量,共同推動本地中學、小學和特殊學校副校長和助理校長的專業發展;以及加強不同學校之間的專業交流,以至學校與教育當局之間的聯繫,最終達至提升香港學校教育質素的願景。

Report of the Survey on Laboratory Accidentsin Secondary Schools for the 2011/2012 School Year


2011/2012學年的調查共有401所中學回應,其中285所學校(71%)申報並無發生任何實驗室意外。
申報的意外總數為348宗,當中共324名學生和4名教職員受傷。
大部分的損傷甚為輕微,而絕大多數(97%)意外都是由於學生不小心所引致的。
A total of 401 secondary schools responded to the survey for the 2011/2012 school year, in which 285 (71%) reported that there were no laboratory accident cases.
A totalnumber of 348 accident cases was reported, while 324 students and 4 staffs were injured.
Most of the injuries were minor. The great majority of the cases (97%) were due to carelessness of students.


(a) 割傷: 大多數意外涉及被玻璃儀器(例如試管、玻璃管)的碎片及工具(例如解剖儀器、切刀)輕微割傷,而割傷的部分集中在手指和手掌。此類意外有49%發生在科學(中一至中三)課堂及32%發生在生物課堂。
    Cuts: Most cases involved small cuts caused by broken glass apparatus (e.g. test tubes, glass tubing) and tools (e.g. dissection instruments, blade). Injuries were mostly found on fingers and palms. About 49% of the cases under this category occurred in Science (S1-3) lessons and 32% in Biology lessons.

(b) 灼傷或燙傷: 大多數意外主要是由不小心處理熱的物件(例如三腳架、鐵絲網、本生燈、玻璃器皿等)、熱的液體或本生燈焰引致的。此類意外有64%發生在科學(中一至中三)課堂及29%發生在化學課堂。大部分意外都只是輕微灼傷手部。
Heat burns or scalds: Most cases were mainly caused by carelessness in handling hot objects (e.g. tripods, wire gauze, Bunsen burners, glassware, etc.), hot liquids or Bunsen flame. About 64% of the cases under this category occurred in Science (S1-3) lessons and 29% in Chemistry lessons. Slight heat burns on hands were most common.

(c) 眼部意外: 所有個案均屬輕微意外。很多個案是由於化學液體濺向眼睛導致的,一般引起眼部輕微刺痛或不適。最常涉及的化學品是硫酸銅(II)溶液、稀酸和鹼。其中一宗個案涉及學生在實驗後除下安全眼鏡清洗玻璃器皿時被化學液體濺向眼睛。
Eye accidents: All cases were minor ones. Many cases involved splash of liquid chemicals onto the eyes, giving rise to slight irritation or discomfort. The chemicals commonly involved were copper(II) sulphate solution, dilute acids and alkalis. One case involved splash of chemicals onto a student’s eyes when he/she washed the glassware without wearing safety spectacles after the experiment.

(d) 化學品接觸皮膚: 很多個案是在傾倒、混合或加熱化學品時,化學品溢瀉而發生的,最常涉及的化學品是濃硫酸和稀酸。其中一宗個案涉及學生錯誤地將濃硫酸傾倒至裝有鹼的化學廢料瓶時被化學品濺到皮膚;另一宗個案涉及實驗室技術員在利用化學反應製備氧氣時,手部及面部被化學品濺到。
Chemicals on skin: Many cases involved spillage of chemicals during transfer, mixing or heating of chemical liquids. Concentrated sulphuric acid and dilute acids were the most common chemicals involved. In one case, chemicals splashed on a student when he/she erroneously poured concentrated sulphuric acid into a waste bottle containing alkalis. In another case, chemicals splashed on a laboratory technician’s hands and face when preparing oxygen gas from a chemical reaction.

(e) 化學品溢瀉: 所有個案均屬輕微意外。大部分個案是在傾倒或加熱化學品時發生的小規模溢瀉。有一個案涉及學生拿起試劑瓶時僅手執瓶塞而導致試劑瓶跌下,並溢出化學品;另外,亦有個案涉及進行原油分餾實驗時原油溢瀉。
Chemicals spillage: All cases were minor ones. Most cases involved small-scale spillage of chemicals during transfer or heating. In one case, a student picked up a reagent bottle by the stopper only and then accidentally dropped the bottle and spilled the chemical. Besides, cases of spillage of the crude oil in a fractional distillation experiment were reported.

(f) 燃著物品: 只有一宗申報個案。個案中一名學生不適當地將餘燼的鎂條棄置於垃圾桶而引起小火。個案中無人受傷。
Substances catching fire: Only one case was reported in which a student inappropriately discarded a burnt magnesium strip with glowing end into a rubbish bin, leading to a fire.

No injury was reported.
(g) 吸入氣體引致不適: 只有一宗申報個案。個案中一名學生在實驗桌上將氫氯酸和硫化鐵(II)混合產生硫化氫氣體,個案中有部分學生感到不適,但無人受傷。這實驗應在煙廚內進行。
Discomfort arising from inhalation of gases: Only one case was reported in which a student mixed hydrochloric acid with iron(II) sulphide on a bench, leading to the production of hydrogen sulphide gas. No injury was reported though some students reported feeling discomfort. This experiment should be carried out in a fume cupboard.

(h) 動物咬傷: 沒有此類意外的申報個案。
Bites by animals: No case under this category was reported.

(i) 其他: 所有納入此類別申報的個案均屬輕微意外。有一宗個案是因為地面濕滑而導致一名學生滑倒,並撞落另一名學生的眼鏡及令其輕微受傷。
Others: All reported cases under this category were very minor ones. In a case, a student slipped on the wet floor, and hit the glasses of another student, resulting in a minor injury.


(a) 每1,000名學生計的意外率: 按學校於2011/2012學年申報修讀科學科的中一至中七學生總數為293,631人,以及發生意外總數為348宗計算;即意外率為每1,000名修讀科學科的學生有1.1宗。
與2008/2009學年的調查結果比較(每1,000名學生計的意外率1.49宗),意外率下降了20%。
Accident rate per 1,000 students: The schools reported that in the 2011/2012 school year, there were 348 accidents cases and a total of 293,631 students (S1-7) studied science courses. This corresponded to an accident rate of 1.19 cases per 1,000 students studying science courses,
i.e. a 20% decrease when compared with the rate of 1.49 from the survey for the 2008/2009 school year.

(b) 每10,000節實驗課計的意外率: 按學校於2011/2012學年申報共進行了966,811節實驗課,當中包括學生實驗、教師示範、實驗預備工作、專題研習和科學學會活動等;即意外率為每10,000節實驗課有3.60宗。
與2008/2009學年的調查結果比較(每10,000節實驗課計的意外率3.88宗),意外率下降了7%。
Accident rate per 10,000 practical periods: The schools reported that in the 2011/2012 school year, a total of 966,811 periods were conducted with science practical activities, including student experiments, teacher demonstrations, preparation/try-out of experiments, project work and science club activities. This corresponded to an accident rate of 3.60 cases per 10,000 practical periods,
i.e. a 7% decrease when compared with the rate 3.88 from the survey for the 2008/2009 school year.



教育局通函第55/2013號 2011/2012學年中學實驗室意外調查結果
由1995/1996學年起,本局進行了多次中學實驗室意外調查,作為監察中學科學實驗室安全水平的其中一個途徑。
自2002/2003學年起,是項調查定為每三年進行一次
調查結果會分發予各校參考,讓學校得悉有關常見實驗室意外的最新資料,從而採取預防措施。
本報告概述2011/2012學年的調查結果。

Education Bureau Circular Memorandum No. 55/2013  Results of the Survey on Laboratory Accidents in Secondary Schools in 2011/2012 School Year
As one of the ways to monitor the standard of safety in school science laboratories, survey of laboratory accidents occurring at schools were conducted since the 1995/1996 school year. From the 2002/2003 school year onwards, the survey has been conducted on a triennial basis.
The findings from the survey are disseminated to all secondary schools to provide updated information on common laboratory accidents, so that preventative measures can be taken.
This report presents findings of the survey for the 2011/2012 school year.

教育局今日(二○一三年五月十五日)公布,師訓與師資諮詢委員會(師訓會)將於二○一三年六月一日重新命名為教師及校長專業發展委員會,以更準確地反映其推廣教師及校長專業發展的職能。
The Education Bureau (EDB) today (May 15, 2013) announced that the Advisory Committee on Teacher Education and Qualifications (ACTEQ) will be renamed as the Committee on Professional Development of Teachers and Principals (COTAP) on June 1, 2013, to better reflect its function of enhancing the professional development of teachers and principals.

教師及校長專業發展委員會是教育局轄下的非法定組織。
委員會將延續師訓會的工作,就教師及校長的專業發展的政策及措施,向政府提供意見。此外,委員會亦可按需要進行相關的教育研究及舉辦專業發展課程等,以促進教師及校長的專業發展。
COTAP is a non-statutory body set up under the purview of the Education Bureau.
Apart from performing ACTEQ's roles and functions in advising the Government on policies and measures relating to the professional development of the teaching profession, COTAP may, where necessary, conduct educational research and professional development programmes for both teachers and principals.

Assessment Schedule for Territory-wide System Assessment (TSA) in 2013/14



小三中國語文視聽資訊評估、中國語文和英國語文說話評估將於二零一四年五月七日或八日以抽樣方式施行(後備日期分別為五月十二日)。
The Chinese audio-visual (CAV) assessment and speaking assessments for Chinese Language and English Language will be conducted on a sampling basis on 7 or 8 May 2014 for P3 (with 12 May as respective fallback dates.).

小三級的數學評估,以及中國語文和英國語文的紙筆評估須以兩天時間施行,學校須在校曆中預留二零一四年六月十七日及十八日(後備日期為六月二十日,以防評估因惡劣天氣或其他突發原因而押後),以便施行全港性系統評估。
The written assessments for Chinese Language, English Language and Mathematics at P3 level will take two days. Schools are requested to reserve 17 and 18 June 2014 (with 20 June as the fallback date in case the assessment has to be deferred due to inclement weather or other unforeseen circumstances) in their school calendar for administering the TSA.


中三級的中國語文和英國語文說話評估將於二零一四年四月二十八日或三十日(後備日期為五月二日)以抽樣方式施行。
The speaking assessments for Chinese Language and English Language at S3 level will be conducted on a sampling basis on 28 or 30 April 2014 (with 2 May as the fallback date.).

中三級的數學評估,以及中國語文和英國語文的紙筆評估須以兩日時間施行,學校須在校曆中預留二零一四年六月二十四日及二十五日(後備日期為六月二十七日,以防評估因惡劣天氣或其他突發原因而押後),以便施行全港性系統評估。
The written assessments for Chinese Language, English Language and Mathematics at S3 level will take two days. Schools are requested to reserve 24 and 25 June 2014 (with 27 June as the fallback date in case the assessment has to be deferred due to inclement weather or other unforeseen circumstances) in their school calendar for administering the TSA.



教育局通函第53/2013號 二零一三/一四學年於小三及中三級中、英、數科施行全港性系統評估
根據我們在二零一一年十一月的宣布(教育局通函第168/2011號),小六級全港性系統評估將於二零一四年暫停,不過個別學校仍可以自願形式進行小六評估及使用香港考試及評核局(考評局)的評卷連報告服務。
由於這並非全港小六學生參與的全港性系統評估,故不會有系統評估數據。
考評局會於二零一三年五月底前發信通知各小學有關二零一四年小六評估的相關安排。

Education Bureau Circular Memorandum No. 53/2013  Territory-wide System Assessment of Chinese, English and Mathematics at P3 and S3 in 2013/14
According to our announcement made in November 2011(Circular Memorandum No.168/2011), P6 TSA will be suspended in 2014. When P6 TSA is suspended, individual schools can take part in P6 assessment on a voluntary basis, and make use of the marking and reporting services provided by the Hong Kong Examinations and Assessment Authority (HKEAA).
As this is not a territory-wide system assessment participated by all P6 students, no system level data will be provided.
The HKEAA will inform primary schools of the relevant arrangements of 2014 P6 assessment in late May 2013.

The Labour Department (LD) will today (May 9, 2013) launch "Career Get-Set-Go", a special tailor-made service package to cater for the pre-employment training and employment needs of secondary school graduates, especially those who choose to enter the employment market upon graduation. The special package, which will continue until August, will assist them in grasping the latest employment information, devising a career plan and enhancing their employability.


『展翅青見計劃』招聘會: 以青少年為對象,其中一些職位更設有度身訂造職前培訓課程,學員完成課程後,可以開始為期六至十二個月的有薪在職培訓。
Job fairs for young people under the Youth Pre-employment Training Programme and Youth Work Experience and Training Scheme (YPTP&YWETS). Some of the posts offered are complemented with pre-employment training after which trainees will undergo six to 12 months salaried on-the-job training.

Recruitment days in LD's Job Centres in different districts or at two industry-based recruitment centres, with employers of different industries offering on-the-spot job interviews, thus saving the graduates' time in searching for jobs.

Large scale job fairs providing a wide variety of vacancies open to job seekers, many of which are suitable for graduates.

青年就業起點(Y.E.S.)將推出多項職場裝備活動,包括安排畢業生到訪 Y.E.S. 體驗就業諮詢服務及接受職業潛能評估、舉辦名為『求職基本法』的全面求職技巧套裝、『面試技巧互動劇場』及『高清人生』名人講座。
The Youth Employment Start (YES) will launch various career advisory and employment support programmes, including career assessment and career consultation at YES, a comprehensive job search package containing workshops and talks on job hunting skills, interactive dramas on appropriate interview skills and etiquette and celebrity experience-sharing sessions.

Education Bureau Circular Memorandum No. 42/2013 Selection of Quality Textbooks and Curriculum Resources for Use in Schools

學校選用優質課本和課程資源

2013/14 學年的「適用書目表」已上載教育局網頁。
學校應運用專業判斷,為學生選擇優質及最合適的課本和其他課程資源。
在選擇時,學校應遵照《學校選用課本和課程資源須知》的建議,並須充分考慮學生的學習需要和能力,以及家長的承擔能力。
The “Recommended Textbook List” (RTL) for schools’ for the 2013/14 school year has been uploaded onto the EDB website.
Schools should exercise professional judgement in the selection of quality and most suitable textbooks and other curriculum resources for their students.
In doing so, schools should follow the recommendations detailed in the “Notes on Selection of Textbooks and Curriculum Resources for Use in Schools”. They should particularly take into consideration the educational needs and abilities of their students as well as the affordability of parents.

作為支持分拆政策的「特別措施」,學校於2013/14學年可繼續向出版商借用所有課本的樣版書(學年完結後須歸還),以及可接受出版商為學校提供符合有關規範的免費教師用書,學校應詳細參閱《免費教師用書的規範》
As the special measures in support of the debundling policy in the 2013/14 school year, schools may continue to borrow inspection copies of all textbooks from publishers (should return the textbooks to publishers after the school year), and to accept on conditions free teacher’s handbooks from publishers. Schools should thoroughly read the “Specifications of Free Teacher’s Handbook”.

出版商已於2012年分拆小學及初中主要科目的課本定價、
2013年分拆小學及初中其他科目的課本定價,

This circular memorandum supersedes the EDB Circular Memorandum No. 63/2012 issued on 11 May 2012.

The publishers debundled textbooks of major subjects of primary and junior secondary levels in 2012,
and other subjects of primary and junior secondary levels in 2013,
and will debundle textbooks of all subjects of senior secondary level in 2014.

Yi Jin Diploma Programme 2013/14

毅進文憑課程網上申請系統2013-14

教育局今日(二○一三年五月四日)宣布,二○一三/一四學年毅進文憑全日制課程即日起接受網上申請。
The Education Bureau (EDB) announced today (May 4, 2013) that the enrolment for the Yi Jin Diploma full-time programme for the 2013/14 academic year commenced today through a Web-based registration system.

報讀人士必須於二○一三年七月十六日下午四時正前完成辦理報名手續及繳交報名費。
Applicants must complete the application procedure on the Web-based Registration System and pay an enrolment fee before 4pm on July 16, 2013.

第二階段的招生則由二○一三年七月十七日開始。屆時個別院校將自行收生,有興趣報讀的人士可直接向有關院校申請。
During the second phase of admission which will start on July 17, 2013, applicants should submit their applications to the provider institutions for processing.

Web-based enrolment for Yi Jin Diploma programme commences today
For the full-time programme, places will be allocated by computer balloting having regard to the priority and choices indicated by the applicants. It will not be allotted on a first-come-first-served basis.  Further details are available at the Yin Jin Diploma enrolment website.
