電子學習學校支援計劃
目標 Objectives
「學校計劃」將為100所公營學校提供資助,提升學校無線網絡基礎設施,以配合師生課堂中使用電子教科書和電子學習資源。學校亦可利用津貼添置足夠的流動電腦裝置,供學生在課堂上使用。
透過教育局在教學法及技術層面上所提供的資源及支援,參與計劃的學校會協助學界推動改革的工作,並肩負下列任務:
The Scheme aims at providing 100 public sector schools with funding to enhance their WiFi infrastructure to cater for the need of using e-textbooks and e-learning resources in class. The funding will also allow schools to acquire mobile computing devices sufficient for use in class by students.
With the resources and support from the EDB, both pedagogical and technical, the schools will act as change agent to achieve the following missions –
(i) 與服務供應商合作,建立有助師生在課堂中使用電子教科書和電子學習資源所需的基礎設施;
To work with service providers to build up the necessary infrastructure conducive to the use of e-textbooks and e-learning resources in class;
(ii) 作為建設基礎設施過程及其他增值服務的試驗場;
To act as test bed for the infrastructure build-up process and other value-added service;
(iii) 訂立使用電子教科書和電子學習資源的教學方案,及在校內設立實踐社群,推動全校使用電子教科書和電子學習資源,從而落實電子學習;以及
To establish pedagogical use of e-textbooks and e-learning resources and to build an intra-school community of practice to facilitate whole-school adoption of e-textbooks and e-learning resources and hence e-learning; and
(iv) 與其他學校分享實踐經驗,包括建立教師們的實踐社群。
To share with other schools the lessons learnt, including setup of relevant community of practice among teachers.
安排 Arrangements
4. 學校可選擇由服務供應商設計、建設及操作整套基礎設施,以後透過租賃服務形式獲得相關服務。學校亦可利用津貼自行設計、建設、擁有及操作無線網絡基礎設施。
為應付於2014/15學年開始使用電子教科書和電子學習資源,學校可以利用津貼添置足夠的流動電腦裝置(按每2至3名學生共用一台裝置的比例計算,平均50台裝置應足夠供一個年級的學生使用)。
我們將根據現時發放資訊科技綜合津貼的做法,按學校的班級數目計算津貼金額,每所學校將收到約 $242500 至 $606400 的一次性津貼。
Schools may hire a service provider to design, build and operate the whole infrastructure and to pay for the service by subscription hereafter, effectively through a “subscription” model. Alternatively, schools may use the funding to design, build, own and operate the Wifi infrastructure.
To kick start the use of e-textbooks and e-learning resources in the 2014/15 school year, the schools can also use the grant to acquire sufficient mobile computing devices (an average of 50 devices should be sufficient for use on a 2 or 3 students to 1 device ratio for one level of students).
In line with the current practice for disbursement of the Composite IT Grant, the rate of grant will be commensurate with the number of classes and each school will receive a one-off grant in the range from $242500 to $606400.
5. 為提升教師推行電子學習的知識及技巧,及掌握如何使用電子教科書和電子學習資源,我們將為參與學校的教師提供特設的專業發展課程。這些專業發展課程會協助教師建立校內實踐社群,以促進學校全面推行電子學習,使用電子教科書和電子學習資源。我們期望這過程能組成質量兼備的教師社群,使教育界能善用電子教科書和電子學習資源,推動電子學習。
To help teachers establish firm pedagogical use of e-textbooks and e-learning resources, we will provide tailor-made professional development programmes for teachers of these schools to beef up their knowledge and skills on e-learning. The professional development programmes will also aim to build up intra-school community of practice to scale up whole-school adoption of e-textbooks and e-learning resources. It is envisaged that the process will build up a critical mass of teachers to enable sector-wide adoption of e-textbooks and e-learning resources for e-learning.
6. 為確保使用電子教科書和電子學習資源所需的無線網絡基礎設施可於2014/15學年前準備就緒,教育局會為學校提供技術及項目管理支援。是項服務包括在無線網絡基礎設施的設計上提供技術意見和監察服務供應商的工程進度。
To ensure the necessary WiFi environment be built up on time for using e-textbooks and e-learning resources in the 2014/15 school year, technical and project management support will be provided for schools. The services will include providing technical advice on the design of the WiFi infrastructure and monitoring the work of service providers.

To enhance schools’ understanding of the scheme, two identical briefing sessions will be conducted on 18 January 2014 (Saturday) and 20 January 2014 (Monday) to explain the details. Schools are invited to nominate a maximum of two representatives to attend the briefing session and enroll through the Training Calendar System (TCS) [Course ID: EI0020140127].
