本通函邀請各官立及資助中學、小學、特殊學校及直接資助計劃學校的校長和教師，以及教育局非教學部門職系人員，就以下計劃提出申請：
This Circular Memorandum invites applications from heads and teachers of primary, secondary and special schools in the government and aided sectors and schools under the Direct Subsidy Scheme as well as non-teaching departmental grade officers from the Education Bureau (EDB) to participate in the –
(i) 每年一度的教師借調計劃；
Annual Teacher Secondment Exercise;
(ii) 非教學部門職系基本職級人員自願調任學校計劃； 以及
Scheme of Voluntary Postings to Schools for Non-teaching Departmental Grade Officers at Basic Rank; and
(iii) 跨職系員工調配計劃。

適逢今年是19年一次中西情人節相遇的日子，正月十五元宵佳節(中國情人節)與西方情人節同在西曆2月14日，自古以來月老為姻緣之神，掌管人世間所有男女婚姻，俗語說「千里姻緣一線牽」，相傳月老將紅繩繫於男女腳上，雙方必定締結良緣，結為夫妻，黃大仙祠作為全港首間設有月老及佳偶天成男女神像的宮觀，在今年情人節當天舉行一個簡單而有意義的儀式，為一眾情侶送上祝福，在月老見證下為對方繫上紅繩，祝願佳偶天成。

Education Bureau Circular Memorandum No. 9/2014 Support Scheme for e-Learning in Schools
電子學習學校支援計劃
目標 Objectives
「學校計劃」將為100所公營學校提供資助，提升學校無線網絡基礎設施，以配合師生課堂中使用電子教科書和電子學習資源。學校亦可利用津貼添置足夠的流動電腦裝置，供學生在課堂上使用。
透過教育局在教學法及技術層面上所提供的資源及支援，參與計劃的學校會協助學界推動改革的工作，並肩負下列任務：
The Scheme aims at providing 100 public sector schools with funding to enhance their WiFi infrastructure to cater for the need of using e-textbooks and e-learning resources in class. The funding will also allow schools to acquire mobile computing devices sufficient for use in class by students.
With the resources and support from the EDB, both pedagogical and technical, the schools will act as change agent to achieve the following missions –
(i) 與服務供應商合作，建立有助師生在課堂中使用電子教科書和電子學習資源所需的基礎設施；
To work with service providers to build up the necessary infrastructure conducive to the use of e-textbooks and e-learning resources in class;
(ii) 作為建設基礎設施過程及其他增值服務的試驗場；
To act as test bed for the infrastructure build-up process and other value-added service;
(iii) 訂立使用電子教科書和電子學習資源的教學方案，及在校內設立實踐社群，推動全校使用電子教科書和電子學習資源，從而落實電子學習；以及
To establish pedagogical use of e-textbooks and e-learning resources and to build an intra-school community of practice to facilitate whole-school adoption of e-textbooks and e-learning resources and hence e-learning; and
(iv) 與其他學校分享實踐經驗，包括建立教師們的實踐社群。
To share with other schools the lessons learnt, including setup of relevant community of practice among teachers.
安排 Arrangements
4. 學校可選擇由服務供應商設計、建設及操作整套基礎設施，以後透過租賃服務形式獲得相關服務。學校亦可利用津貼自行設計、建設、擁有及操作無線網絡基礎設施。
為應付於2014/15學年開始使用電子教科書和電子學習資源，學校可以利用津貼添置足夠的流動電腦裝置（按每2至3名學生共用一台裝置的比例計算，平均50台裝置應足夠供一個年級的學生使用）。
我們將根據現時發放資訊科技綜合津貼的做法，按學校的班級數目計算津貼金額，每所學校將收到約 $242500 至 $606400 的一次性津貼。
Schools may hire a service provider to design, build and operate the whole infrastructure and to pay for the service by subscription hereafter, effectively through a “subscription” model. Alternatively, schools may use the funding to design, build, own and operate the Wifi infrastructure.
To kick start the use of e-textbooks and e-learning resources in the 2014/15 school year, the schools can also use the grant to acquire sufficient mobile computing devices (an average of 50 devices should be sufficient for use on a 2 or 3 students to 1 device ratio for one level of students).
In line with the current practice for disbursement of the Composite IT Grant, the rate of grant will be commensurate with the number of classes and each school will receive a one-off grant in the range from $242500 to $606400.
5. 為提升教師推行電子學習的知識及技巧，及掌握如何使用電子教科書和電子學習資源，我們將為參與學校的教師提供特設的專業發展課程。這些專業發展課程會協助教師建立校內實踐社群，以促進學校全面推行電子學習，使用電子教科書和電子學習資源。我們期望這過程能組成質量兼備的教師社群，使教育界能善用電子教科書和電子學習資源，推動電子學習。
To help teachers establish firm pedagogical use of e-textbooks and e-learning resources, we will provide tailor-made professional development programmes for teachers of these schools to beef up their knowledge and skills on e-learning. The professional development programmes will also aim to build up intra-school community of practice to scale up whole-school adoption of e-textbooks and e-learning resources. It is envisaged that the process will build up a critical mass of teachers to enable sector-wide adoption of e-textbooks and e-learning resources for e-learning.
6. 為確保使用電子教科書和電子學習資源所需的無線網絡基礎設施可於2014/15學年前準備就緒，教育局會為學校提供技術及項目管理支援。是項服務包括在無線網絡基礎設施的設計上提供技術意見和監察服務供應商的工程進度。
To ensure the necessary WiFi environment be built up on time for using e-textbooks and e-learning resources in the 2014/15 school year, technical and project management support will be provided for schools. The services will include providing technical advice on the design of the WiFi infrastructure and monitoring the work of service providers.

為讓學校進一步了解計劃詳情，我們將於2014年1月18日（星期六）及2014年1月20日(星期一)舉辦兩個內容相同的簡介會，有意參加簡介會的學校可推薦最多兩名代表出席，並於培訓行事曆（TCS）報名（課程編號：EI0020140127）。
To enhance schools’ understanding of the scheme, two identical briefing sessions will be conducted on 18 January 2014 (Saturday) and 20 January 2014 (Monday) to explain the details. Schools are invited to nominate a maximum of two representatives to attend the briefing session and enroll through the Training Calendar System (TCS) [Course ID: EI0020140127].

(iii) 訂立使用電子教科書和電子學習資源的教學方案，及在校內設立實踐社群，推動全校使用電子教科書和電子學習資源，從而落實電子學習；以及

安排 Arrangements
4. 學校可選擇由服務供應商設計、建設及操作整套基礎設施，以後透過租賃服務形式獲得相關服務。學校亦可利用津貼自行設計、建設、擁有及操作無線網絡基礎設施。
為應付於2014/15學年開始使用電子教科書和電子學習資源，學校可以利用津貼添置足夠的流動電腦裝置（按每2至3名學生共用一台裝置的比例計算，平均50台裝置應足夠供一個年級的學生使用）。
我們將根據現時發放資訊科技綜合津貼的做法，按學校的班級數目計算津貼金額，每所學校將收到約 $242500 至 $606400 的一次性津貼。
Schools may hire a service provider to design, build and operate the whole infrastructure and to pay for the service by subscription hereafter, effectively through a “subscription” model. Alternatively, schools may use the funding to design, build, own and operate the Wifi infrastructure.
To kick start the use of e-textbooks and e-learning resources in the 2014/15 school year, the schools can also use the grant to acquire sufficient mobile computing devices (an average of 50 devices should be sufficient for use on a 2 or 3 students to 1 device ratio for one level of students).
In line with the current practice for disbursement of the Composite IT Grant, the rate of grant will be commensurate with the number of classes and each school will receive a one-off grant in the range from $242500 to $606400.
5. 為提升教師推行電子學習的知識及技巧，及掌握如何使用電子教科書和電子學習資源，我們將為參與學校的教師提供特設的專業發展課程。這些專業發展課程會協助教師建立校內實踐社群，以促進學校全面推行電子學習，使用電子教科書和電子學習資源。我們期望這過程能組成質量兼備的教師社群，使教育界能善用電子教科書和電子學習資源，推動電子學習。
To help teachers establish firm pedagogical use of e-textbooks and e-learning resources, we will provide tailor-made professional development programmes for teachers of these schools to beef up their knowledge and skills on e-learning. The professional development programmes will also aim to build up intra-school community of practice to scale up whole-school adoption of e-textbooks and e-learning resources. It is envisaged that the process will build up a critical mass of teachers to enable sector-wide adoption of e-textbooks and e-learning resources for e-learning.
6. 為確保使用電子教科書和電子學習資源所需的無線網絡基礎設施可於2014/15學年前準備就緒，教育局會為學校提供技術及項目管理支援。是項服務包括在無線網絡基礎設施的設計上提供技術意見和監察服務供應商的工程進度。
To ensure the necessary WiFi environment be built up on time for using e-textbooks and e-learning resources in the 2014/15 school year, technical and project management support will be provided for schools. The services will include providing technical advice on the design of the WiFi infrastructure and monitoring the work of service providers.

為讓學校進一步了解計劃詳情，我們將於2014年1月18日（星期六）及2014年1月20日(星期一)舉辦兩個內容相同的簡介會，有意參加簡介會的學校可推薦最多兩名代表出席，並於培訓行事曆（TCS）報名（課程編號：EI0020140127）。
To enhance schools’ understanding of the scheme, two identical briefing sessions will be conducted on 18 January 2014 (Saturday) and 20 January 2014 (Monday) to explain the details. Schools are invited to nominate a maximum of two representatives to attend the briefing session and enroll through the Training Calendar System (TCS) [Course ID: EI0020140127].

故此，嗇色園將於2014年初，繼續贊助新城財經台節目《一個人好生活》，並以「道在生活」為主題錄製13集，帶出道教文化處處見於日常生活，讓普羅大眾增加對道教文化的認識，藉此弘揚道教。
節目將於2014年1月14日開始，逢星期二晚上十一時至十一時三十分於新城財經台(FM 104)播放，節目內容集集不同，務求以多個角度呈現道教的不同面向。

「RTHK Screen」是香港電台新媒體拓展組製作的電視節目手機程式，將港台電視31及32台播映的節目帶到流動媒體。

2014 Drainage Services Department Open Day
2014年渠務署開放日
渠務署將於2014年1月11日及12日﹝星期六及星期日﹞在沙田污水處理廠舉行開放日，歡迎公眾人士參觀。
The 2014 Drainage Services Department (DSD) Open Day will be held on 11-12 Jan 2014 (Saturday & Sunday) at Shatin Sewage Treatment Works. All members of the public are welcome to join the event.
開放日費用全免。
渠務署將於開放日（早上9時30分至下午4時30分）於以下地點提供免費穿梭巴士服務，接送市民往來沙田污水處理廠﹝約10-15分鐘一班﹞：
The Open Day is free of charge.
Free shuttle bus services will also be provided at the following locations during the Open Day period from 9:30am to 4:30pm (every 10-15 minutes):

開放日節目內容豐富，更饒富教育意義，內容包括主題參觀、展板及模型展覽、攤位遊戲、親子種植園、舞台表演及主題拍照區等。透過實地參觀和現場參與，市民大眾將可更深入認識本署在防洪和污水處理服務方面的工作。
A diverse range of entertaining and educational programmes are offered on the Open Day, including theme-tour, panels and models exhibition, game booths, family planting corner, stage performance and photo-taking corner. Through visiting the exhibitions and touring at our facilities, the public will have a better understanding of our work on flood prevention and sewage treatment in Hong Kong.
渠務署今年特別增設「全城齊LIKE 2014年渠務署開放日」活動，市民到場參觀於主題拍照區拍攝後，即時把照片上載到社交網站與好友分享，可獲贈造型精美的氣球乙個。
A new “We all LIKE 2014 DSD Open Day” activity will be launched during the event this year. Any upload of the pictures taken at the photo-taking corner to the social media on these two days will receive a beautiful balloon as souvenir.

目的
「教師電視」是香港教育城專為支援教師專業發展而設的網上電視平台，以視像和互動方式提供網上自學、網上觀課及觀摩他校優良教學實踐的機會，使教師可隨時隨地按照個人需要靈活學習，並同時累積持續專業發展時數。
Teacher TV (TTV) is an online video station designed to support the professional development of teachers. Teachers can consolidate professional knowledge through online self-learning, class observation and good teaching practices by other schools by watching TTV videos, while accumulating CPD hours at the same time.
教師電視的由來
在2005年，香港教育城(教城)邀請了多間先導學校試驗「教師電視」（試用版），以搜集同工意見。教城更獲優質教育基金撥款，於2006年初推出較大規模的試驗計劃，為全港250間中小學提供教師電視的平台服務，並為會員學校的教師提供學習檔案，記錄收看時數及相關資料。
教師電視的革新
在2013年，教城推出全新平台，教師只需憑教城教師戶口，即可欣賞教師電視的節目。
支援不同瀏覽器和裝置
新平台支援不同瀏覽器和裝置，教師無論使用電腦、智能電話或平板電腦，均可瀏覽教師電視的節目，隨時隨地輕鬆汲取教育和專業發展資訊。
TTV is accessible using different browsers and devices, so teachers can learn any time, anywhere according to their needs. Teachers can also refer to their downloadable viewing record, which can be used to claim CPD hours, at any time.
全新頻道分類
除革新版面設計外，為了讓教師更容易搜尋合適的節目，所有影片已重新進行分類，分為兩大頻道：「教學策略及評核」和「專業發展範疇」。
TTV consists of 14 channels, which are divided into two main categories: 'Teaching Strategies and Assessment' and 'Professional Development'.
教學策略及評核 Teaching Strategies and Assessment
「教學策略及評核」分為11個學習領域，包括中國語文教育、英國語文教育、數學教育、科學教育、科技教育、個人、社會及人文教育、體育、藝術教育、小學常識科、高中通識教育科、跨學科/其他，主要收錄與學習領域相關的教學策略、網上觀課、評核方法等錄像片段。

目的

Teacher TV (TTV) is an online video station designed to support the professional development of teachers. The Information Services Department (ISD) has today (December 31, 2013) launched iOS and Android applications for the online Government Bookstore.
進入網上政府書店後，你可以根據類別瀏覽可供選購的刊物，包括最暢銷刊物及新出版刊物。刊物的詳細資料，如名稱、價目、出版日期及重量，都會在螢幕上顯示出來。 你亦可以查看大部分刊物的封面及內容摘要。
